develop timber harvest proposals for the Bear Pen project area,
document alternatives and assess the environmental impacts of the
alternatives in an Environmental Assessment (EA). The contractor will
develop timber harvest proposals which are economically and technically
feasible, and which meet environmental guidelines and regulations. The
Environmental Assessment should be accomplished by an
interdisciplinary team of resource specialists who are professionally
qualified to develop sound proposals and evaluate the environmental
impacts of logging and road management practices. The makeup of the
analysis team should include the following specialists: logging systems
forester, forest hydrologist/soil scientist, wildlife biologist,
silviculturist, and civil engineering technician. Locations of proposed
boundaries for timber harvest areas will be designated on the ground
using plastic flagging and will be mapped with adequate detail to allow
BLM to subsequently implement a proposal. The Bear Pen project area is
located approximately 15 miles west of the town of Glendale, Oregon,
in Douglas County. The project area is about 13,850 acres. The land
ownership pattern has intermingled BLM and private timber company
lands; the BLM administers 7,600 acres (55 percent) in the project
area. There are approximately 2,260 acres outside all reserves, which
