under this project will be for the performance of all operations
necessary to design and prepare construction specifications and
drawings, landrights work maps, cost estimates, bid schedules and a
design folder for various water resource projects throughout the
coastal region of the state of Louisiana. The typical project will
require knowledge and experience in engineering design associated with
foundations (bearing capacity, consolidation, etc.), earthwork,
reinforced concrete structures, rock riprap placement, timber
structures, steel structures and structural fabrication, timber support
piling and channel bank stabilization measures. Engineering designs
shall be performed in accordance with NRCS standards. Interpretation of
of geotechnical reports will be required. Two indefinite delivery
indefinite quantity contracts will be negotiated and awarded, each with
a base period not to exceed one year and two option periods not to
exceed one year each. The amount of work in each contract period
willnot exceed $150,000 for each contract award. An option period may
be exercised when the contract amount for the base period or preceding
option period has been exhausted or nearly exhausted. Work will be
issued by negotiated firm-fixed price delivery orders. The minimum
guaranteed amount of each contract period is (base year and two option
years) is $10,000. Preselection will be based on the following
criteria. Applicants must have: (1) a minimum of three civil engineers
employed on a full time basis. At least one engineer must be a
Registered Professional Engineer in the State of Louisiana, with a
minimum of five years experience; (2) a minimum of three drafting/CAD
technicians employed on a full time basis, one with a minimum of ten
years CAD experience and the others with a minimum of five years CAD
experience. Selection shall be based on the following criteria (see
numbered Note 24 for the general selection process): (1) Specialized
experience and technical competence in the type of work required.
Evaluation will be based on the extent of directly related experience
in the design of construction projects using the typical project
knowledge and experience requirements describe above; (2) Professional
qualifications necessary for satisfactory performance. Evaluation will
be based upon the professional engineering registration and personnel
work experience associated with engineering design and any applicable
certifications; (3) Capacity to accomplish work. Evaluation will be
based on the number of personnel available in the disciplines described
above, the quantity of work currently under contract, and the
completion dates of exiting contract work; (4) Past performance on
contracts with government agencies and private industry. Evaluation
will be based on the quality and timeliness of performance under
previous contracts; 5) Location in the general geographic area and
knowledge of the locality. Evaluation will be based on the proximity of
a firm to the coastal region of Louisiana and work experience within
thecoastal region of Louisiana. The above evaluation factors are listed
their order of preference, with criteria (1) being the most preferred
and criteria (2), (3), and (4) being equally preferred. To be considred
for selection, a firm must document the above qualifications and submit
two (2) copies of the SF 254 and SF 255 to the NRCS address shown above
by COB June 2, 1998. Only documented qualifications will be considered
for selection. Solicitation packages are not provided, this is not a
