Contracting Officer The Defense Finance and Accounting Service (DFAS)
is requesting written information for planning purposes only, for a
fully integrated and automated software system for making micellaneous
payments to military members and for creating tax and accounting
reports to summarize such payments. The miscellaneous payments system
must accept input from a variety of different sources (including naval
vessels communicating via other than land-line connections), compute
taxes to be withheld (Federal, State, and local), and either disburse
the payment directly through electronic funds transfer or provide an
interface with Defense Joint Military Pay System (DJMS) to allow
payment to be added to the member's next regular military pay check.
The system must incorporate adequate controls to minimize to risk of
fraudulent transactions while at the same time providing eas of access
to make authorization and disbursement as simple as possible. In
addition, the system should accept miscellaneous payment data for
payments made directly to the member (such as reimbursement for
do-it-yourself moves and loan repayments made on behalf of members) and
accumulate these payments for inclusion in the individual members W-2
at the end of the tax year. The system must also produce all required
reports, including periodic payment reports, to taxing authorities,
end-of-year withholding reports (W-2s and the State and local
equivalents), etc. The system must be compatible with modern relational
data base systems, and the withholding, appropriation, and accounting
data must be in a format to support such ad hoc reporting as DFAS and
its customers require. If not a stand-alone authorization and
disbursement system, the proposed solution must interface with a DJMS
data base which is constructed in a COBOL flat file technology
structure. This is not a request for proposal (RFP) and no contract
award will be made as a result of this request for information. (RFI).
The vendor should describe briefly why its solution is superior.
Vendors shall provide written information detailing ability to meet the
software and support requirement. DFAS encourages vendors to provide
alternative and creative solution during this planning stage. Written
information may include pricing for budget planning purposes only.
