This modification dissolves the small business set aside under which the original solicitation was conducted. This announcement is a combination synopsis/solicitation which is issued on a full and open competition (unrestricted) basis. The revised response date for submission of proposals is 05-08-98. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for response purposes is N66604-98-Q-AH90 and is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-4. This acquisition is issued on a full and open competition basis. Thefollowing is a description of the contract line items, numbers, item description and quantity the Naval Undersea Warfare Center Division Newport intends to procure: A twelve (12) month service for on-line Internet access for the following Data Bases: Lot 1 an integrated data base containing: (CLIN 0001) Logistics Data Base; (CLIN 0002) Navy Allowance Parts List; (CLIN 0003) DoD Standards and DoD Adopted Industrial Standards; Lot 2 an integrated data base containing: (CLIN 0004) NAVSEA Instructions/Directives; and (CLIN 0005A) installation for Lot 1; (CLIN 0005B) installation for Lot 2. Description of requirements: CLIN 0001 -- Navy Catalog Data, Procurement Histories, plus files from DLA, Army, Navy, Air Force, FLIS, NTIS & SBA. CLIN 0002 -- Naval Navy Allowance Parts List; CLIN 0003 -- Military, Federal & Industrial Specifications & Standards Libraries containing more than 80,000 active documents. The service shall include: A two (2) contiguous hit unlimited time access for each of the databases; Be accessible from approx. ninety-five (95) windows desktop PCs within the Code; Installation and maintenance of the software; An index which will allow various types of searching and the ability to retrieve specific documents; Two (2) site licences shall be included; Lot 1 Databases (CLINs 0001, 0002 and 0003) must be linked; Hyperlinks to linked databases; Access to full text documents; Ability to print documents from the databases; Search using keywords, name (title) and number; Database format compatible with windows. Delivery shall be at Naval Undersea Warfare Center Division, Newport, RI, FOB Destination on or before 21 days after award of contract. The following Federal Acquisition Regulation (FAR) provisions and clauses apply to this acquisition. Provision 52.212-1 Instruction to Offerors -- Commercial, applies to this acquisition. FAR 52.212-2 Evaluation -- Commercial Items, to include the specific evaluation criteria in paragraph (a): 1) Data Base capabilities and compliance; 2) Price; 3) Past Performance. Offers are to include descriptive literature to demonstrate that the product proposed meets the criteria identified herein. Proposals will be evaluated against the characteristics provided as the minimum requirement herein and determined to be the best value for the government.
