Emergency Management Agency (FEMA) currently has a requirement for, and
intends to award a contract for support of the Radiological Emergency
Preparedness (REP) Program. A contractor is required to provide
programmatic and technical support to allow FEMA to meet its
Congressional mandate to implement the REP program to provide the
Nuclear Regulatory Commission (NRC) with reasonable assurance that the
health and safety of the public living around commercial nuclear power
plants is being maintained. The overall purpose in establishing and
carrying out FEMA's REP program is twofold: 1) to assure that the
public health and safety of citizens living around nuclear power plants
is adequately protected from the offsite consequences of radiological
accidents; and, 2) to secure public understanding and cooperation in
radiological emergency preparedness. The work will be carried out in
the nine (9) FEMA Regional Offices with REP Program responsibilities,
in states or in the field within the vicinity of commercial nuclear
power plants. This is not a synopsis for an RFP, but is a survey to
locate potential sources capable of performing the following services:
(a) support the evaluation of approximately 35 to 40 exercises of
site-specific offsite radiological emergency preparedness plans
annually and an additional 10 to 20 remedial drills or exercises which
are necessary because of deficiencies identified in the exercises.
Medical, unannounced and off-hours drills are also evaluated. The
contractor shall assist in preparing for, evaluating and reporting the
results of the exercises and drills. Each exercise involves
approximately 12 evaluators for one (1) week plus time for preparing
the written evaluation report. (b) support the preparation of offsite
plan reviews. The contractor shall provide support to the FEMA Regional
Offices and Headquarters in the review and evaluation of offsite
radiological emergency plans submitted for formal or informal review
under FEMA Rule 44 CFR Part 350 or submitted for review by a utility
(from NRC) when requested. (c) provide expert witness support. The
contractor shall provide expert witness support to FEMA in addressing
REP Program issues, especially as related to Atomic Safety and
Licensing Board or Appeals Hearings. (d) support the review of alert
and notification systems. The contractor shall provide technical
support in reviewing alert and notification system modifications
following formal approval of the systems using applicable alert and
notification guidance. (e) develop REP database. The contractor shall
complete existing database prototype which tracks exercise preparation,
extent of play, exercise issues, and production of final exercise
report (f) development and revision of course materials. The contractor
shall revise the REP Planning Course and REP Exercise Evaluation
Course. (g) support REP program and policy development. The contractor
shall provide support to the REP Program in the general areas of
special projects and studies, policy support and support in the
development of program guidance. Specific tasks include: 1) development
and operation of a system for monitoring Atomic Safety and Licensing
Board, Atomic Safety and Licensing Appeals Board, the Nuclear
Regulatory Commission and court decisions relating to the REP Program
2) enhancement of emergency public education and information,
teleconferences, and follow-up activities 3) technical assistance for
Emergency Broadcast System/Emergency Alert System 4) administrative
support for REP conferences and workshops 5) preparation of guidance
and revision of FEMA REP-5, Radiological Transportation Program 6)
support in the development of a REP Plan Review Manual. The contractor
must: 1) have performed similar work under other contracts which
involve professional expertise in radiological sciences, health,
physics and chemical sciences. The work must have involved planning,
coordinating, managing, reviewing, evaluating, tracking multiple
short-term projects at the same time that long term and large scale
projectsare going on. 2) have qualified and readily available staff.
The personnel must have background, knowledge, skills gained from
professional education and experience in the physical sciences,
engineering, project management, emergency management and planning. The
contractor must demonstrate that personnel are available to respond
rapidly to short notice work assignments, short notice meetings at FEMA
and changes in budgets, schedules, and work emphasis. Sources with
these capabilities are invited to submit complete information to the
procuring office identified in this notice in three copies within 15
days of the date of this notice. Information furnished shall include:
(a) the number and professional qualifications (resumes) of the
technical, management and other appropriate personnel available to
perform the project; (b) a list of the company experience related to
this project including names, dates, dollar value and description of
work performed; (c) a description of general and special facilities and
or capabilities that would enhance the program or lead to successful
contract performance; (d) a current financial statement, and (e) other
literature which demonstrates the capabilities listed above. This
synopsis is for information and planning purposes and the Government
will not pay or otherwise reimburse respondents for information
submitted. If the evaluation of responses in response to this synopsis
results in a determination that there are sources capable of
performing the work, then an RFP will be issued to those firms
responding with capability statements. This requirement will not be
synopsized again. A labor-hour type contract is appropriate for this
requirement. The anticipated period of performance for this requirement
is October 1, 1998 through September 30, 1999 plus four (4) one-year
option periods. Responses shall reference Radiological Emergency
Preparedness Program Support Requirement. The information requested
above must be received within 15 days of this notification to be
considered except as noted in the Federal Acquisition Regulation (FAR)
14.304. The SIC code for this requirement is 8748 for which the size
standard is $5.0 million. For informational purposes, it is requested
