(810) 574-8683 The purpose of this market survey is to seek sources
interested in responding to a future solicitation for a Cooperative
Tire Qualification Program Manager. The Cooperative Tire Qualification
Program Manager will be responsible for the following: (a) The
contractor will revise the latest Cooperative Approved Tire List (CATL
63-97), by adding any additional approved tire manufacturers that meet
all test requirements and removing any tire manufacturers that are no
longer valid or must be retested; (b) The contractor will have a draft
Cooperative Approved Tire List in place by 01 November by
transferring/grandfathering the latest GSA QPL -1083 approved sources
into the initial TACOM CATL 86-97; (c) The contractor is required to
develop, revise and mail the CATL based on test results and quality
audit reviews; (d) Contractor is required to provide Quarterly
Progress/Status Reports, beginning Dec 1998 and every three months
thereafter for a total of four quarterly reports. The contractor is
responsible for providing copies of this status report to any
requesting government agency, tire/retread industry or tire/retread
industry associations. These reports will include work accomplished,
ongoing and planned; (e) The contractor is responsible for coordinating
with a TACOM approved test facility. CONTRACTOR QUALIFICATION
REQUIREMENTS: (a) Must have a minimum of 5 years of tire management
experience; (b) Must have participated in new or retread tire selection
and qualification testing and demonstrate an ability to understand tire
applications; (c) Must have experience in retread tire facility quality
audits; (d) Must have technical experience and expertise to handle and
resolve new and retread tire technical issues, problems, and concerns
with the tire industry and customers of tires; (e) Must have
experience with tire technical specifications, standards, and scopes of
work; (f) Must not be presently employed by a new tire manufacturer or
supplier, retread service or commercial test facility; (g) Must have
an endorsement from either the Rubber Manufacturers Association (RMA),
The International Tire and Retreader's Association (ITRA), or the Tire
Association of North America (TANA). The endorsement should be either
in memorandum or letter format and submitted as part of the offeror's
proposal. We plan to issue a solicitation after serious offeror's have
expressed an interest. Closing date for expressing interest in
receiving a solicitation is (10) calendar days from publication of this
