58 -- 250 KW HF TRANSMITTERS POC Herman Shaw, Tele.: (202) 205-5414 The U.S. States Information Agency (USIA), International Broadcasting Bureau (IBB), has an anticipated requirement for multiple, highly efficient and reliable 250 kW Shortwave (HF) Transmitters for installation at IBB Relay Stations. However, there are no funds presently available. Therefore, the Agency is conducting a market survey to determine the availability of sources should funds become available for this requirement. The transmitters shall meet ISO 9000 standard. 250 kW HF Transmitters are required for, but necessarily limited to, the following: ten (10) transmitters at the IBB radio relay stations located at Kavala, Greece; twelve (12) transmitters at the IBB radio relay station located at Greenville, North Carolina; three (3) transmitters at the IBB radio relay station located at Delano, California; and seven (7) transmitters at the radio relay station located at Tinang, Philippines. The proposed need will have Base and Optional Requirements. The Base Requirement will include the following: 1)fabrication, packing and shipment of One (1) 250 kW HF Transmitter to Kavala, Greece; 2) engineering support and design; 3) factory acceptance testing; 4) operations and maintenance manuals; 5) factory training; 6) optional installation support; and 7) spares. The Optional Requirements will include prices that shall remain valid for five (5) years after contract award. Delivery terms will be F.O.B. Destination. Interested firms shall have the minimum of ten (10) years of experience in the design and manufacturer of high power broadcast transmitters. The experience shall be at the same power ratings as the transmitters cited herein. This experience may be in the commercial market. However, as funding is not available for this requirement USIA is interested in exploring alternative procurement methods towards meeting this requirement. Therefore, interested firms may submit literature to USIA addressing the following: transmitter performance requirements; delivery and installation schedule/issues; alternative financing proposals (i.e., lease to ownership, straight financing, etc.); terms and conditions; etc. Interested firms are encouraged to submit such information by May 22, 1998.
