(406) 255-2748 This is a combined synopsis/solicitation for commercial
items as prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation: quotes are being
requested and a written solicitation will not be issued. The
solicitation number is 1422E930Q98-0014 and is being issued as a
Request for Quotations. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisitions
Circular 97-03. SIC is 3826. Small business size standard is 500
employees. This requirement is for a firm-fixed price contract for a
X-Ray Fluorescence (XRF) Analyzer. SPECIFICATIONS/DESCRIPTION: The
equipment shall non-destructively and accurately measure samples of
solids, liquids, slurries, powders, or film concentrations of elements
from potassium to uranium in a range of parts per million to 100%. The
equipment must be capable of USEPA level 2 (screening data) quality for
all elements within the equipment range and USEPA level 3 (definitive)
for most elements, EPA/540/G-87/003, EPA/600/44-87/021. These
publications are available through NTIS, Springfield, VA 22161.
PORTABLE: Weight to be no more than 25 pounds, ready to operate. Unit
can be backpacked, hand carried or used in a bench mode. Unit available
with traveling case suitable for common carrier shipment. Additional
travel case required. DESIGN: A liquid nitrogen cooled detector of
rugged design for operation in environmentally damaged areas and
transportation by commercial carriers. Sealed against dust and water
resistant to meet or exceed national or international standards for
electronic equipment used in the Hazardous Materials industry. Easily
cleaned and decontaminated. Operable between 0 and 100 degrees.
Vibration and magnetic field resistant. 10 liter fill system (dewar)
for liquid nitrogen with funnel. The equipment shall utilize a Si(Li)
probe, cabled with optional lengths and include Americium 241 and
Cadmium 109 radioactive sources. The probe must have a point and shoot
capability for field work. PURE ELEMENTS: Backscatter, arsenic,
cadmium, lead, zinc, iron, copper, barium, chromium, manganese, and
antimony. The battery pack must be rechargable and able to support
field operations for up to 10 hours. Battery packs must be easily
interchanged during operations and must be rechargeable within 12
hours. Cigarette lighter plug-in for recharge and an additional battery
pack to be included. The equipment must be capable of AC bench
operations. The equipment shall include an IBM compatible CPU
(Pentium), 1 GB hard drive; 3.5 inch floppy drive, 16 mg RAM and run in
a DOS or Windows environment; shall include standard computer
connections (R-232 Format) for connection to a printer and other
computer equipment; fully functional keyboard; and color monitor.
CRITICAL ELEMENT: Readouts shall be active matrix and you must be able
to read in full sun, deep shade or darkness. SOFTWARE: The software
shall have multiple, user selected, calibration models for different
sample types; and store several hundred user selected references for
sample identification; must have software for empirical calibration;
data management and downloading. Reference library material must be
easily updated and edited on-site. Must have Automated Contaminant
Evaluation Software (ACES). The software must be capable of
simultaneous analysis of six or more user-selected elements. Equipment
must be programmable. ADDITIONAL REQUIREMENTS: The vendor shall hold
a nuclear materials license for the BLM. The vendor shall conduct a
class to train customer staff in the theory, operation, preventative
maintenance and user diagnosis of the equipment. This class will not
exceed three (3) people, to be held at the BLM facility, within sixty
(60) days of acceptance of items. The vendor shall provide competent
technical support for customer assistance. The vendor shall provide
service facilities for repair of unit. WARRANTY: The vendor shall
warrant the analyzer for a minimum of one (1) year from date of
acceptance by the customer. This includes parts, labor, and the
availability of a spare analyzer for loan. ANALYSIS SERVICE: The vendor
shall provide scientific and technical service support with testing and
analysis services for up to eight (8) hours free professional
consulting and/or sample analysis, testing and calibration services. A
fee schedule for services desired beyond this eight (8) hour period
shall be available upon request. DELIVERY: Delivery to Bureau of Land

will be made to the lowest responsive and responsible quoter based upon
the unit price quoted. Quoters shall include a completed copy of the
