This study will utilize existing historical documentation developed by EFAA staff member, Dr. Alexander Kusko. Because of Dr. Kusko longstanding participation in, and development of, this work, no other entity is believed to be capable of performing the required work in accordance with the established schedule. First deliverables will be required within 21 days from date of purchase order issuance. No solicitation has been prepared or is available.
