Service-Washington intends to negotiate a sole source contract to
Scientific & Technical Analysis Corporation, 11250 Waples Mill Road
Suite 300, Fairfax, VA 22030. The services required to meet the
government's requirements specifically involve a multi-part program
that will leverage Anti-Access work already performed by STAC by:
constructing a representative history of the Anti-Access future, how it
might unfold in a phased manner as result of the net interaction
between the US and a Red competitor, with an emphasis on identifying
the guideposts that will help indicate that such a future is occurring;
examining available US asymmetric responses to a developing Anti-Access
operating environment, including creating potential barriers to entry,
policy alternatives that might discourage or frustrate the creation of
an Anti-Access environment, and asymmetric doctrinal, operational, and
material alternatives, and; conducting further modeling and
simulation-based force effectiveness/risk assessments of selected US
asymmetric responses. First priority for combat/force effectiveness
analysis will be given to a US asymmetric response of undersea warfare.
