Project number SVS 98-0200. Project title, Architect Engineer Services
for General Open End Contract at Holloman Air Force Base, New Mexico.
Multiple contract awards may be made based upon responses to this
announcement. Work includes performing all necessary on-site
measurements, investigation and preparation of studies, design
analysis, working drawings, specifications, cost estimates, bid
schedule, work phasing, construction time, and option for construction
inspection services during construction. Services to provide a
complete range of individual projects ranging from paving, roofing,
architectural remodeling, and new construction in residential and
commercial areas. Civil, structural, mechanical, electrical,
architectural, environmental, and asbestos investigation/removal design
support will be required. Architect Engineer services will be performed
for a period of one year plus two option periods. Guaranteed minimum
amount is $5,000.00. Government will have the option to extend the
contract for an additional period. Architect Engineer cost limit shall
not exceed $750,000.00 per calendar year. Individual Task Orders
(call) shall not exceed $299,000.00. Estimated completion time will
vary according to individual project. Security requirements: none.
Evaluation factors listed in order of precedence: (1) professional
qualifications necessary for satisfactory performance of required
services; (2) specialized experience and technical competence in the
type of work required; (3) capacity to accomplish the work in the
required time; (4) past performance on contracts with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedules; (5) location in the
general geographical area of the project and knowledge of the locality
of the project; (6) demonstrated success in prescribing the use of
recovered materials and achieving waste reduction and energy efficiency
in facility design; (7) Demonstrated success in innovative design,
metric design, and CADD capability. Architect Engineer firms, which
demonstrate experience and competence in the requirements described in
the scope of the services, are invited to submit a completed Standard
Form 254/255, U.S. Government Architect Engineer Questionnaire, along
with a synopsis of their detailed qualifications. Only firms within a
400 mile radius of Holloman Air Force Base shall be considered for
this project. Submissions must be received by close of business, 4:00
pm local time on 9 Jun 98. Firms responding to this announcement by 9
Jun 98 will be considered for selection. No other general notification
to firms under consideration for this project will be made. Personal
visits by Architect Engineers to discuss this announcement are
