gilesmh@ornl.gov. Lockheed Martin Energy Systems, Inc., a facility
managing and operating contractor for the U.S. Department of Energy in
Oak Ridge, Tennessee, proposes to enter into an agreement with a
company to complete the development of a computer software package. The
software pertains to the automated programming of coordinate
measurement machines. Two existing developmental software packages
consisting of several hundred thousand lines of C++ code have already
been written by Energy Systems. The purpose of the proposed
collaboration is to complete the development of that code at no cost to
the government in exchange for granting rights to the commercial firm
to market the finished code. The final code must be directly compatible
(no translation) with Computer-Aided Design models created by
Pro/Enginner, and must provide DMIS output with a migration path to
QUINDOS. The end-user platform must be Windows NT (preferred) or
Silicon Graphics UNIX; maximum evaluation credit will be given for
cross-platform capability.The selection of the commercial firm to
participate in this collaboration will be based primarily upon the
evaluation of proposals received from candidate firms confirming their
capability to meet those design requirements and showing how their
firm will ensure that usable commercial-grade code will be available
within two years and maintained in the future. Additional factors that
will be considered are the proposing firm's willingness to fund Energy
Systems' participation in the collaboration and willingness to pay
royalties on future commercial sales of the resulting product.
Commercial firms interested in submitting proposals for this
collaboration can receive additional material by responding to this
announcement and by executing a Nondisclosure Agreement to receive
detailed information about the existing code. To be considered as a
potential collaboration partner, interested companies must respond by
May 15, 1998. This is not a procurement activity and no funds are
