Headquarters, Military Traffic Management Command, (MTMC) intends to negotiate a 100% small business set-aside contract for non-personal services necessary to evaluate the safety, security, and other standards of service for commercial carriers transporting Department of Defense (DOD) personnel, supplies, and equipment in the continental United States. MTMC expects to award a firm fixed price contract with a one year period of performance and four option years beginning approximately 1 Oct 98. The Contractor's responsibilities will include, but are not limited to: (1) Perform safety and security inspections (in accordance with DOD, Department of Transportation, state and local regulations) of carrier facilities; corporate headquarters; terminals; yards; over-the-road equipment; and procedures of commercial carriers transporting DOD personnel and argo. (2) Perform pre-certification reviews of carrier safety and security programs. (3) Perform unannounced covert intransit surveillance of carriers transporting DOD personnel and cargo. (4) Provide support to the MTMC Quality and Performance Program. (5) Prepare written reports on inspection and surveillance findings.
