combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. (ii) The solicitation number
is F11623-98-T1000 and the solicitation is issued as request for
quotation (RFQ). (iii) The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-03. (iv) This solicitation is set-aside 100% for small
business and the associated standard industrial classification code is
5713 and small business size standard is $5M. (v) There is one line
item for one job. (vi) Building 1805 is a one -story building (Child
Development Center) that was open for children in August 1994. The
present carpet is worn and stained and needs to be removed and replaced
throughout classrooms 9,11,14, and all offices, hallways, lounge, and
areas where old carpet still remains. Carpet needs to match new carpet
that was installed in December 1997 in rooms 1, 2, 3, 4, 5, 6, 7, 8,
10, and 12. The contractor shall provide all labor, materials,
equipment and transportation necessary to remove and dispose of
existing glued down carpet in the corridors, offices, and remaining 3
classrooms of Bldg 1805. The floors shall then be properly prepared for
the installation of new carpet. The contractor shall purchase and
install carpet in classrooms that are highlighted on the floor plans.
(See attached specification sheet for details on type of carpet)
Contractor shall supply all labor, tools, materials and equipment
necessary for installation of new carpet. The contractor shall provide
nontoxic adhesive for carpet that adheres to the manufacturers
specifications for this type of installation. All seams and joints
shall be properly sealed. The contractor shall purchase and install new
vinyl 4" cove base throughout the classrooms. (brand: Johnsonite,
color: CB-45 Sandalwood) The contractor shall provide the vinyl base
nontoxic adhesive that is appropriate for gluing base to walls. The
contractor shall remove all cuttings and scrap pieces form the work
site. Disposal shall be the contractor's responsibility. The contractor
shall leave the area ready for occupancy. The contractor shall remove
and replace all door stoppers and door guards that are in the way of
installing new carpet. The contractor will remove and replace rubber
stripping that divides the tile and carpet in the classrooms and
doorways. The contractor shall be responsible for the removal of all
furniture that is presently on the carpeted areas and return the
furniture to the same places so the room will be ready for occupancy.
The contractor will unbolt items that are secured to the wall and/or
each other and rebolt them back to original location for the safety of
the children occupying the rooms. The contractor shall complete work
when the building is closed to children: a. 6:00p.m.-6:00a.m. on
weekdays-rooms would need to be completely put back together by
6:00a.m. so children could occupy them during the day. B. Anytime on
Saturday and Sunday-building is empty of children then but areas would
need to be put back together by 6:00 a.m. Monday. The contractor shall
contact Ruth Portell at the child Development Center prior to starting
work. (618-256-2375 or 2376) Point of contact will be responsible for
providing access to the work site and scheduling. Site visit can be
scheduled through contracting office and director. DAMAGE PRESENTLY IN
ROOMS: Room 9-holes from old bolts. FURNITURE THAT IS PRESENTLY BOLTED
TO WALLS AND/OR BOLTED TOGETHER AND NEEDS TO BE REBOLTED WHEN THROUGH
IF IT'S NECESSSARY TO MOVE IT: Room 9-clothes cubby to science cubby to
hanging cubby writing center shelf to library shelf to puppet and
puzzle shelf kitchen is all bolted to each other clothes storage to
back of block shelf little cabinet to small shelf low shelf to music
cabinet. Room 11-wardrobe and stove bolted towel, library shelf bolted
to wall, writing center shelves bolted to wall, block area shelves
bolted together, children's cubby, sink and china cabinet bolted
together, entrance to dramatic play bolted together. Room 14-dress-up
closet in kitchen bolted to wall kitchen furniture to block shelf stove
bolted to sink cubby boxes to dress-up closet. One of the following
supervisor's will be on duty during removal and installation of carpet:

and FOB shall be Destination. (viii) The provision at FAR 52.212-1,
Instructions to Offerors -- Commercial, applies to this acquisition.
Subparagraph (a)(7) is changed to read: Any resulting contract will be
subject to FAR 52.232-33 Mandatory Information for Electronic Funds
Transfer Payment. (ix) The provision at FAR 52.212-2, Evaluation --
Commercial Items, applies to this acquisition. Paragraph (a) is
supplemented to read: price and technical capability are the evaluation
factors. (x) Quoters must include a completed copy of the provision at
FAR 52.212-3, Offeror Representations and Certifications -- Commercial
Items, with quote. Copy of provision may be requested by e-mail (listed

considered without completed provision. (XI) The clause at FAR
52.212-4, Contract Terms and Conditions -- Commercial Items, applies to
this acquisition. Paragraph (o) is supplemented to include the

Commercial Items, applies to this acquisition. The clauses at the
following subparagraphs apply: (b)(6), (b)(7), (b)(8) and (b)(9). The

certifications-Commercial Items, and DFARS 252.212-7001, Contract Terms
and Conditions required to implement Statutes or Executive Orders
applicable to Defense Acquisitions of Commercial Items, apply to this
acquisition. DFARS 252.225-7001 in DFARS 252.212-7001 applies. (xiv)
The Defense Priorities and Allocations System (DPAS) does not apply to
