MODIFICATION TO EXTEND ENGINEERING AND TECHNICAL SERVICES The Naval Air Warfare Center Aircraft Division plans to issue a modification to existing contract N00421-93-D-0160 to extend the period of performance from 16 September 1998 through 16 March 1999 to continue unique engineering and technical services. The services support development and utilization of advanced flight test technology for evaluating air vehicle flying qualities and controllability, developing mathematical and simulation models, and providing management support for flight control systems. This modification will not change the Statement of Work, labor categories, place of performance or deliverables. The required level of effort is estimated to be 22,500 hours. This acquisition will be negotiated on a sole source basis with Science Application International Corporation (SAIC), 10260 Campus Point Drive, San Diego, CA 92121 under the authority of FAR 6.302-1. SAIC is the only source that can provide the necessary continuation of technical services without a break in support under the currentcontract. The Government's minimum need for the continuation of effort can only be accomplished reasonably and without impairing continued support through the award of this modification. Only SAIC has the unique expertise in piloted simulation that spans all aspects of simulation including, aerodynamics, flight control propulsion, visual systems, cockpits and motion flight control, and parameter identification expertise to support the flight control system design and evaluation requirements, flight control computer software development and validation and the unique flight control computer hardware in the loop laboratories. These efforts will be continuous and within the scope of the current contract. This modification will provide continued service until the follow on contract can be awarded.
