Contractors List, sandi.nixon@fema.gov. This is a notice of the Federal
Emergency Management Agency (FEMA) Mt. Weather Emergency Assistance
Center's (MWEAC) intent to establish a Prequalified Construction
Contractors List for Small Businesses for the following geographic
location: 19844 Blue Ridge Mountain Road, Bluemont, Virginia 20135 to
include the County of Clarke and the County of Loudoun. The
Prequalified Construction Contractors List will be in effect for a
two-year period. The two-year period will begin July 1, 1998, and end
June 30, 2000. Should the use of the Prequalified Construction
Contractors List prove to be successful, FEMA may continue to utilize,
update, and maintain the list. The Prequalified Construction
Contractors List will be limited to small business concerns, interested
in performing building repair and alteration work (construction
services) for FEMA MWEAC that have met certain qualifications standards
regarding experience and past performance, capability to provide
bonding or other payment protection for subcontractors, and to meet
other requirements regarding conducting business electronically. The
Prequalified Construction Contractors List will be used for projects
costing more than $2,000 but less than $25,000. General construction
contractors as well as major trade contractors (i.e. electrical,
painting, asbestos removal, demolition, etc.) may apply for placement
on the Prequalified Construction Contractors List. The Small Business
Act requires that purchases between $2,500 and $100,000 be reserved for
small business concerns unless a determination is made that there is no
reasonable expectation of obtaining quotations from two or more
responsible small business concerns that will be competitive in terms
of market price, quality and delivery. Such a determination has not
been made by FEMA, therefore, contractors must be a small business
concern in order to qualify for placement on the Prequalified
Construction Contractors List. Contractors must possess a Virginia
Contractor's License; and contractors and their employees must be US
citizens and meet MWEAC security requirements as stated in the
application. Once a requirement for construction services is
identified, FEMA MWEAC, will solicit quotes from firms on the
Prequalified Construction Contractors List for purposes of performing
the individual construction projects. Small businesses placed on the
Prequalified Construction Contractors List will receive electronic
notification via E-mail or facsimile of contracting opportunities
within the above referenced dollar range and will be invited to submit
a quote either by E-mail or facsimile. Interested small business
concerns should request an Application for Placement on the
Prequalified Construction Contractors List by contacting Sandi Nixon,

requests may be submitted to 540-542-2631 or 540-542-2632. Applications
will be available June 1, 1998. Interested small businesses concerns
may submit an Application at any time but are strongly encouraged to
doso on or before June 30, 1998, as FEMA may begin to use the
Prequalified Construction Contractors List on July 1, 1998.
Applications will be evaluated by FEMA officials and small businesses
will be advised within 30 days whether or not they have been placed on
