060498 POC Annette Bergeron, 207/990-7353 Engineering, design and
system installation of Audio-Visual Data Integration System which
provides interoperability and exchange of audio, data and video
information between three new control centers in new SQ OPS/AGU
facility. System should be initially designed to provide connectivity
for the following equipment: Five (5) computerPCs per control, one (1)
37" high resolution color monitor per control center, and one (1) 10"
color touch screen panel per control center. The system will initially
integrate data and video inputs for fifteen (15) PCs with potential to
eventually accommodate twenty (20) PCs. The system must be capable of
selecting inputs from the other centers as well as their own by way of
an integrated control system using color touch screen controlling
matrix switch devices. Each center will have computers and NTSC video
devices that will need to be displayed on large screen high resolution
monitors and projectors. Inputs from various computers will require
interface devices with specifications that match the bandwidth
requirements of the computer inputs. The interfacing devices must
convert the computer video signal to a four (4) component video signal
without changing the scan rate of the incoming signal. Inputs from
NTSC video devices must be scan doubles and converted to four (4)
component video with routing through the system switches to the display
devices. Video inputs will be routed to a main matrix switcher capable
of taking sixteen (16) inputs and eight (8) outputs; initially, the
switch should be expandable to thirty-two (32) inputs/outputs. The
switcher must be capable of being controlled via front panel switches,
control system and software, in case of single point failures. The
switch must be capable of driving output signals 500 feet and still be
intact. They must be capable of 400 Mhz bandwidth. All video outputs
will be displayed on 42"-37" high resolution monitors and data grade
video projectors. System must be compatible with a Sony VPH-1272QCRT
type already installed. System should be designed and configured to
handle one additional data/graphics projector as well as one additional
120" projection screen. Provided monitors shall be capable of
displaying video signals in the 15.75 Khz horizontal scan rate to the
85 Khz horizontal scan rate range. The system will include a master
processor that will be controlled by one 10" color touch screen panel
in each control center. Touch screens will be connected by a token ring
network and operate from the master processor. All power conversion,
cabling and connectors should be provided as part of the
system/installation. System should be security (password) protected.
Installation of system shall also include an on-site operator,
maintenance and system administration training. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This synopsis/solicitation is issued
as Request for Proposals (RFP) DAHA1798R2003; the solicitation and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-39. This is a 100% small business set aside;
see numbered Note 1. SIC is 3669, small business size standard is 750
employees. The provision at FAR 52.212-1 Instructions to Offerors --
Commercial Items applies; specific evaluation criteria are (i)
technical capability of the item offered to meet Government
requirements, (ii) price and (iii) past performance. Technical
capability and past performance, when combined, are of equal weight to
price in evaluating offers. Offerors shall include a completed copy of
the provisions at FAR 52.212-3 Offeror Representations and
Certifications -- Commercial Items with their offers. FAR clause
52.212-4 Contract Terms and Conditions -- Commercial Items applies to
this acquisition; the following clauses cited in FAR 52.212-5 apply:
52.203-10, 52.219-8, 52-219-14, 52.222-26, 52.222-36, 52.222-37,
52.225-3 and 52.247-64. FAR clause 52.232-18, Availability of Funds,
applies. Offers are due on 4 June 1998 no later than 2:00PM (EST). Send
