Origin -- The subject item requires Government source approval prior to
contract award, as the item is flight critical and/or the technical
data available has not been determined adequate to support acquisition
via full and open competition. Only the source(s) previously approved
by the government for this item have been solicited. The time required
for approval of a new source is normally such that award cannot be
delayed pending approval of a new source. If you are not an approved
source you must submit, together with your proposal, the information
detailed in the U.S. Navy Aviation Supply Office Source Approval
Information Brochure. This brochure identifies technical data required
to be submitted based on your company's experience in production of
the same or similiar item, or if this is an item you have never made.
This brochure can be obtained by calling NAVICP-P at (215) 697- 4243.
If your request for source approval is currently being evaluated at
NAVICP-P, submit with your offer a copy of the cover letter which
forwarded your request for source approval. Offers received which fail
to provide all data required by the Source Approval Brochure or
document previous submission of all data required by the Source
Approval Brochure will not be considered for award under this
solicitation. Please note, if evaluation of a source approval request
submitted hereunder cannot be processed in time and/ or approval
requirements preclude the ability to obtain subject items in time to
meet government requirements, award of the subject requirement may
continue based on Fleet support needs. The Government intends to
replace the existing IP-1051 Pilot's (7RH 6625-01-275-5695, p/n
231502-950) and IP-1053 Copliot's (7RH 6625-01-275-5697, p/n
231503-950) displays in the S-3B aircraft with new Active Matrix Liquid
Crystal Displays (AMLCDs) that match the existing ones in form, fit and
function. These displays are located at the Pilot's and Copilot's
stations respectively as part of the ASA-82 Tactical Acoustic Display
Group. Due to the need for precise system interface this requirement
will be restricted to contractors with previous experience with
manufacture or repair of ASA-82 displays used in the S-3B aircraft.
Only offerors with the aforementioned experience will be considered.The
goal of this program is to incorporate into the S-3B aircraft Pilot's
and Copilot's stations an ASA-82 display that duplicates the form and
external dimensions of the existing IP-1051 and IP-1053 displays, and
which fits into the existing MPD locations.Technology ad vancements can
be utilized for functionality improvements, however, the functional
performance shall not be less than the existing MPDS. Reliability and
maintainability shall be improved as called for in the specification.
The replacement displays shall mate with existing cooling plenums and
aircraft connectors and shall incorporate additional external and
accessible connectors. The total requirement is for 138 ea. of both
Pliot and Copliot displays. In addition to the manufacture of
replacement displays the Supplier shall provide the necessary
engineering services, material, test equipment and facilities to
conduct the required tests, perform design analysis and generate
technical data packages as required in the contract award.
Qualification testing on First Article units to ensure compliance with
the specification and manufacturing testing to assure performance of
each unit produced will be required.Alternate offers will be required
allowing for either the procurement of the entire lot of 138 Pilot and
138 Copilot replacement displays on a single contract(with delivery at
the rate of 15 Pilot and 15 Copilot displays starting 18 months after
contract award) or for the procurement on a Requirements type contract
with an estimated quantity of 46 Pilot and Copilot displays on base
year 1 and the remainder evenly divided on 2 option years. A warranty
of 5 years from date of delivery will also be required. If contract
award is not made by 30 Sept. 1998, no contract award will be made.,
