Offer (RFO) that will solicit proposals for U.S. industry led studies
of potential space transportation architecture options that would
significantly reduce NASA s annual human space transportation costs.
Proposals should focus on efforts required to develop detailed space
transportation architecture options, and supporting roadmaps, that
consider all existing systems as well as new innovative space
transportation systems and approaches. Knowledge of current systems and
expertise in systems development and launch operations is mandatory.
The development of potential space transportation architectures should
seek to minimize life-cycle cost (LCC) as compared to today s costs.
NASA will develop a common baseline including civil launch requirements
for comparison with all proposed options. It is NASA s intent for
industry to develop architecture options and roadmaps, supporting
design details and economic analysis that will allow the Administration
to proceed with decisions regarding investments in human space flight
transportation systems. A period of performance of sixteen months
including evaluation with basic contract plus option(s), is
anticipated. The anticipated release date of the RFO is on or about May
19,1998, with an anticipated offer due date of on or about June 18,
1998. The solicitation and any documents related to this procurement
will be available over the Internet. These documents will be in
Microsoft Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0) format and
will reside on a World Wide Web WWW) server, which may be accessed
using a WWW browser application. The WWW address, or URL of the
