B -- ELECTRICAL POWER RATE STUDY SOL N-98-0006 DUE 061698 POC Rebecca Smith, Contracting Officer, or Doris Hyeoma, Contract Specialist, 602-379-6760 (Written requests only) The Bureau of Indian Affairs, Phoenix Area Office, seeks services of an electrical power consultant which can provide all labor, materials, equipment, and services to complete an Electrical Power Rate Study for the San Carlos Irrigation Project, Coolidge, Pinal County, Arizona. Technical proposal will be required. Technical evaluation factors, in relative order of importance, are as follows: (1) General Quality and Responsiveness: Knowledge and experience in completion of an electric rate study, Review and evaluation of management and operating practices of utility organizations involved in the generation, transmission, distribution and marketing of electric power at the retail level, and Knowledge of principles and trends resulting with respect to deregulation; (2) Organization and Personnel: Evidence of good organization/management practices, qualifications of key personnel, including experience, education and background, demonstrated experience in the satisfactory completion of performance in this field for a minimum of two years, and Geographic location; (3) Technical Approach; (4) Price.
