synopsis/solicitation for commercial items prepared in accordance with
the format in FAR subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a separate
written solicitation will not be issued. Solicitation number
M67861-98-Q-0067 applies and is issued as a Request for Quotation. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-37 and Defense
Acquisition Circular 91-10. The standard industrial code is 3489 and
the business size standard is 500 employees. This requirement is for a
fixed priced contract for one line item as follows. Line item 0001:
Quantity 184 each; Item Description: Bullet clearing traps that are
capable of stopping rifle discharge up to 7.62mm or .308 cal., pistol
discharge up to .45 cal., and shotgun blasts up to 12 gauge. Rifle and
pistol ammunition to be NATO Military ball equivalent. Trap must be
caable of safely capture errant discharges up to 3,000 foot-pounds or
higher of muzzle energy. 3" diameter trap opening required and total
trap volume must fit in 30" w X 40"h X 24"d space, to accommodate space
available inside typical WSA armory entrance. Trap must not weigh over
125 lbs. Traps to be painted bright red or orange for safety purposes.
Capability to handle armor piercing ammunition is not required.
Delivery of all items is 45 days after award of contract to be
delivered FOB destination to: various location (to be provided at later
date). The provisions at FAR52.212-2, Instructions to Offerors --
Commercial Items applies. Addendum to FAR 52.212-1: Paragraph (d),
product samples -- delete in its entirety. Paragraph (g) Contract award
(not applicable to invitation for bids) -- delete in its entirety, and
substitute "Award. The Government plans to award a single contract
resulting from this solicitation." Offerors are required to complete
and include a copy of the following provisions with their proposals:
(1) FAR 52.212-3, Offerors Representation and Certifications --
commercial items; (2) DFARS 252.212-7000 Offeror Representation and
Certifications -- Commercial Items; and (3) DFARS 252.225-7000, Buy
American Act and Balance of payments Program Certificate. Clause
52.212-4, Contract Terms and Conditions-Commercial items, applies.
Addendum to FAR 52.212-4: paragraph (o) Warranty: Add " Additionally,
the Government will accept the contractors commercial warranty." Add
the following addendum clause: FAR 52-211-5, New Material. The clause
at 52.212-5, Contract terms and Conditions Required to Implement
Statutes or Executive orders -- Commercial items applies with the
following applicable clauses for paragraph (b): FAR 52.203-6,
Restrictions on Subcontractor Sales to the Government; FAR 52.222-26,
Equal Opportunnity; FAR 52.222-35 Affirmative Action for Special
Disabled and Vietnam Era Veterans: FAR 52.222-36, Affirmative Action
for Handicapped Workers; FAR 52.222-37, Employment Reports on Special
Disabled Veterans and Veterans of the Vietnam Era. DFArs 252.219-6,
Notice of Total Small Business Set-Aside is Applicable. FAR 52.214-21,
Descriptive Literature is Applicable. Quotes must be received no later
than 2:00 pm, Local time 22 May 1998. Quotes sent via the US Postal
Service should be mailed to the Regional Contracting Office, Marine
Forces Reserve, 4400 Dauphine Street, New Orleans, LA 70146-5400. Hand
carried quotes must be delivered directly to and placed in the bidders
mailbox located outside room number 1B454 in Building 601 at the above
address. Direct deliveries of bids is only possible during weekdays,
excluding holidays, between the hours of 8:00 am and 4:00 pm. Facsimile
proposals will not be accepted. Payment of services can be made
utilizing the Governmentwide Commercial Purchase card (VISA). "See
