Tactical Airspace Integration System (TAIS) Commerce Business Daily announcement For Potential Sources Sought This is a market survey to locate potential sources for the Tactical Airspace Integration System (TAIS). The Army has a requirement for up to 56 systems. The TAIS is required to support Army Airspace Command and Control (A2C2) functions. The TAIS will be a mobile communications and digitized battlefield automated system (BAS). It will provide the Force XXI battlefield with automated A2C2 planning, enhanced A2C2 operations, improved intra- and inter-Corps/Division Air Traffic Services for both war and sustainment and stability operations. The TAIS will be required to provide effective, total deconfliction/synchronization in the third and fourth dimensions (altitude and time) of battlespace. The TAIS must be able to communicate with all military (joint/combined), civil (host nation/National Airspace System (NAS)), and allied (multinational) airspace users. The TAIS must be linked to the Theater Air Ground Systems (TAGS) through interface with the Joint Force Air Component Commander's automated airspace planning and communications systems (includes ability to transmit/receive the Airspace Control Plan (ACP), Air Tasking Order (ATO), Airspace Control Order (ACO) and Special Instructions (SPINS) electronically). The Army plans to procure this requirement as a Non Developmental Item (NDI) acquisition. The planned NDI acquisition strategy will require the integration of proven components into a TAIS configuration, to develop or modify software, and to ensure the total system meets requirements. The TAIS must provide 24-hour, all-weather, tactical A2C2 battlefield automation and modernized ATS communications. The system performance characteristics include the following secure, data capable, jam-resistant communications capabilities: High Frequency (HF-SSB) radio (w/automatic linkage equipment (ALE)), Ultra-high frequency-amplitude modulated (UHF-AM), Very-high frequency-amplitude modulated (VHF-AM), Very-high frequency-frequency modulated (VHF-FM), Mobile Subscriber Equipment (MSE) to include Mobile Subscriber Radio Telephone (MSRT), Automated Data Distribution System (ADDS) link (w/on-the-move capability), UHF-FM Satellite Communications (SATCOM)-Demand Assigned Multiple Access (DAMA), Identification Friend or Foe (IFF) Interrogator (w/Modes 1, 2, 3, 4, C, &S). The system requirement for voice communications is the capability to simultaneous transmit and receive as follows: HF-SSB radio w/ALE, UHF-AM, VHF-AM, MSE to include MSRT, UHF-FM SATCOM (DAMA). The system communications capability requires the continuous monitoring of VHF and UHF emergency frequencies including the ability to transmit on these preset frequencies. All system automation and communications capabilities are required to interface (real-time voice/data and Common Operating Environment (COE) compliant (Common Hardware/Common Software (CHS)) with all other Army Battle Command System (ABCS) elements. The system also requires the capabilityfor direct, real-time interface (voice and data) with adjacent, higher, and lower (as appropriate) Air Traffic Services (ATS) units and A2C2 cells at Echelons above Corps (EAC), Corps, Division, and Brigade. The TAIS system must utilize the Standard Command Post Shelter (SICPS) mounted on the High Mobility Multipurpose Wheeled Vehicle (HMMWV). The system must not exceed the maximum HMMWV weight parameters and must be transportable by a single C-130 sortie. Each major system component must be externally transportable by UH-60 or larger helicopter.
