of Commerce, NOAA, Aircraft Operations Center (AOC), MacDill AFB,
Florida intends to issue a contract to Thunder Bay Aviation Ltd.,
Thunder Bay, Ontario, Canada for cabin lining kits for two DeHavilland
DHC-6-300 Twin Otter Aircraft, FAA Registration No. N48RF, Serial No.
740, and N57RF, Serial No. 688. The materials must be in kit form, as
the installation will take place in Tampa, Florida at the AOC.
Scheduled maintenance and inspections of the airframe will be conducted
by AOC personnel, in conjunction with the refurbishment of the cabin
interiors. The vendor must provide one technician to assist with the
installation of the first kit at the AOC facility. The installation of
the kit and the materials that are enclosed within the kit must have
the approval of the Federal Aviation Administration (FAA). A copy of
the Supplemental Type Certificate (STC) must be furnished to the
Contracting Officers Technical Representative (COTR) before shipment of
the kits to Tampa, Florida. All interior components must be supplied
with a flammability report. Test reports for parts fabricated from
composite of more than one material (foam/Kydex, or
aluminum/foam/Kydex) must be tested as a composite. Aircraft cabin kits
must have provisions for roof emergency exits. The kits must include:
new forward and rear bulkhead coverings, upper and lower wall panels,
dado panels, forward heat duct shrouds, new mounting extrusions
throughout the cabin, new window reveals, new inner windows, emergency
exit panels and covers. Also, new ceiling and door panels, frame
covers, windlacing, decals and all fastenings, new "No Smoking" and
"Fasten Seat Belts" signs. Kits should include installation manual and
illustrated parts catalogue, copy of the STC, and warranty on the
materials. Preferred color, white and gray. The Government intends to
solicit only one source under the authority of 41 U.S.C. 253(c)(1).
This is not a call for proposals. Interested parties are encouraged to
respond to this announcement within 15 days of its publication and
shall submit in writing, it's name, address, point of contact,
telephone numbers, business size and a brief statement regarding it's
capability to provide the specified cabin lining kits and the names,
telephone numbers, and points of contact for businesses or other
Government agencies to which it has previously provided similar items.
No response will be provided to those inquiries which fail to provide
the information requested. This information shall be submitted to the
address stated herein or may be faxed to (816) 426-7530. This is not
a request for proposals and there is no Request for Quotation available
at this time. A determination by the Government not to compete is
solely within the discretion of the Government. If no qualified
responses are received, the Government intends to contract with Thunder
Bay Aviation, Ltd. The cabin liner kits will be procured under the
