authority of U.S.C. 253(c)(1), FAR 6.302-1 the National Institutes of
Health (NIH), Bethesda, Maryland intends to negotiate a contract with
Bruker Instruments Inc., 19 Fortune Dr., Billerica, MA 01821. Any
response must be received in writing within forty-five (45) business
days from the published date of this notice. The intended procurement
will be classified under SIC 3826, Laboratory Analytical Instruments
with a size standard of 500 employees. The Contractor shall provide an
upgrade to an existing nuclear magnetic resonance (NMR) spectrometer
as manufactured by Bruker Instruments, Inc. The upgrade shall consist
of a single Closed Loop CryoPlatform, an inverse detection 500 MHz
CryoProbe for hydrogen observation and carbon decoupling, and a 5mm
sample diameter. Each of the two CryoProbes shall come with a Z axis
gradient coil, 2H lock channel,, CryoPreAmp and CryoCoupler. (1) The
upgrade shall interface and be 100% compatible with an existing AVANCE
500 MHz spectrometer as manufactured by Bruker Instruments, Inc.; (2)
The Contractor shall provide all parts and labor to complete the
upgrade; (3) The Contractor shall be responsible for any damage that
may occur to the existing spectrometer as a result of installation of
the upgrade; (4) The first CryoProbe listed shall be a selective
inverse 5mm 500 MHz hydrogen-nitrogen Z axis grad CryoProbe. The
signal-to-noise ratio shall be 3,000:1 or better for 1% Ethyl Benzene,
American Standard of Testing and Measurement standard. Shall produce
a hydrogen 90 degree pulse width in 10 microseconds or less. Shall
produce a nitrogen 90 degree pulse width in 40 microseconds or less;
(5) The second CryoProbe shall be a selective inverse 5mm 500 MHz
hydrogen-carbon Z axis grad CryoProbe. The signal-to-noise ratio shall
be at least 3,000:1 for 0.15 Ethyl Benzene, American Standard of
Testing and Measurement standard. Shall produce a hydrogen 90 degree
pulse width in 10 microseconds or less. Shall produce a carbon 90
degree pulse width in 17 microseconds or less; and(6) The Contractor
shall provide a Year 2000 Warranty for each hardware, software and
firmware product delivered under this contract. The Contractor shall be
able to accurately process the data (including, but not be limited to,
calculating comparing and sequencing) from, into and between the
twentieth and twenty-first centuries and for the Year 2000 and leap
year calculations. Nothing in this warranty shall be construed to limit
any rights or remedies the Government may otherwise have under this
contract with respect to defects other than Year 2000 performance.
Information furnished should include enough material to allow the
Agency to perform a proper evaluation. Concerns that respond to this
synopsis shall furnish concise responses directed specifically to the
requirements mentioned above and are invited to submit capability
statements in an original plus two (2) copies no later than forty-five
(45) business days from the date of this announcement. Source
demonstrating the capability to accomplish the above shall supply
pertinent information in sufficient detail to demonstrate their ability
to perform. Written responses shall include complete description of the
services to be provided, containing sufficient technical information to
permit agency analysis to establish a bona fide capability to meet the
stated requirements as listed above. THIS IS NOT A REQUEST FOR
