(TSPG) Distributed Mission Training (DMT) program team is seeking
information from potential sources for the DMT E-3A AWACS Mission
Training Center. The Government intendsto enter into a service contract
for the Distributed Mission Training (DMT) E-3 AWACS Mission Training
Center (MTC) Program through a full and open competition to provide
training capability for mission crew operators. The E-3 MTC shall be
fully interoperable with the F-15C MTC's at Eglin AFB and Tyndall AFB
and capable of operating in other future DMT environments. The initial
training capability will be located at Tinker AFB and shall include 14
high fidelity mission crew operator consoles concurrent with E-3
operational aircraft configuration and 6 Instructor Operating stations.
Following closely will be the Tyndall AFB requirement of 14 high
fidelity operator consoles concurrent with E-3 operational aircraft
configuration and 7 Instructor Operating stations. The E-3 MTC shall
enable E-3 full mission crews, small teams and individuals to train in
a stand alone mode or networked mode with other DMT participants
through a full range of composite force employment options. The crew
stations and the instructorstations must be capable of autonomous or
networked connections. There will be prices established for additional
sites. Instructors and courseware will be provided by the Air Force.
The government does not intend to acquire the hardware or software but
to buy commercial simulation service availability. The contractor will
be responsible for system operation instruction; system maintenance;
product baseline management; and training system modification. The
contractor will keep training devices concurrent with the changing
configuration of the fielded E-3 consoles and insert new technology, as
it becomes available. A program to rapidly insert and validate new
technology and/or systems that improve training capability and
facilitates hardware/software concurrency is required. Fielding of an
initial training capability at Tinker AFB is required by Jun 99. All
information for the E-3 AWACS program will be posted on the Pre-award
Information Exchange System (PIXS)

schedule we intend to utilize the subject bulletin board as the
primary means of timely communications. Offerors will have no more than
30 days to respond to the solicitation. As a minimum, the selected
contractor will be required to hold a secret facility clearance in
order to bid this program. As no formal source selection discussions
are anticipated it is very important that interested parties understand
the government requirements and propose an approach and business
arrangement consistent with the solicitation. The government intends to
contract for the acquisition of simulation service availability only,
and anticipates adequate price competition will be sufficient to
justify price reasonableness. The Air Force does not intend to take
title to the hardware or software required perform subject training. An
incentive will be considered that would reward system performance,
reasonable pricing and availability of the system. As part of the
source selection process, the government will require interested
parties to demonstrate existing capability in order to assess the
realism of the proposed schedule and prospective training utility. The
agenda and location of an industry day will be posted when available.
Companies interested in proposing should submit a capability statement
describing how you, or your team's, unique capabilities can satisfies
the Air Force DMT E-3 AWACS MTC simulation requirements. The capability
statement should address how your company, or a team led by your
company, will address and solve perceived technical and systematic
problems. The capability statement should also address any significant
or unique capabilities and experiences, your company or team, may
possess to fulfill the DMT requirements described above. Capability
statements should not be more than 10 pages in length single sided,
double spaced, on standard size paper, using No. 10 Courier New font.
Request you submit the abstracts by close of business 20 May 1998 to
the attention of Mr. Paul A. Weikert at the address provided above.
This is not a request for proposal. Do not send price proposals. In
keeping with the DMT program team's commitment to acquisition
streamlining the team is considering the use of commercial procedures
in the acquisition of the services described above. One of the key
elements in effectively utilizing FAR Part 12 commercial procedures
involves conducting sound market research early in the acquisition
process. In that vein we request companies provide the following
information to assist us in our market research: a) Information
concerning the scope, period of performance, and dollar value about
actual commercial networking and simulation efforts you have
participated in or are knowledgeable about similar to the AWACS
program. This information should be provided with the capability
statement, but will not count against the page limitation for the
statement; b) Samples of standard commercial practices and/or
commercial contract terms and conditions which you may have used in
previous commercial contracts which the Government may consider in
developing the solicitation and model contract ( specific areas of
interest are commercial practices in quality assurance and warranties,
financing and billing arrangements, associate contractor agreements,
and procedures for service provider upgrades to training capabilities).
An Ombudsman has been established for this acquisition. The only
purpose of the Ombudsman is to receive and communicate serious concerns
from potential offerors when an offeror prefers not to use established
channels to communicate concerns during the proposal development phase
