a Request for Quotation (RFQ) for a quantity of four (4) analog input
boards, 16-bit high through put ADC with 16 simultaneous S & H
channels. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). NASA/DFRC intends to purchase the items
from VME Microsystems, Int. Corp. (VMIC), Huntsville, AL 35803 on a
sole-source basis under the authority of 10 U.S.C. 2304(a)(1), "Only
one responsible source and no other supplies or services will satisfy
agency requirements. These boards will be used in the Hyper-X
simulation Dryden's Research Aircraft Integration Facility (RAIF). The
RAIF's current interfaces involve a complete chassis, at least four
unique circuit boards, and several cables that were designed to be
directly compatible with VMIC boards. These new boards must be
completely compatible with existing boards or prohibitive costs would
be incurred by the Government to purchase compatible software and/or to
redesign existing boards. VMIC is the only known firm which
manufactures compatible boards. The Government intends to acquire a
commercial item using FAR Part 12. Any referenced notes can be viewed

Interested firms have 15 days from the publication of this synopsis to
submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. An
