proposal preparation instructions. (3) Technical Proposal: The
technical proposal shall include a discussion of the nature and scope
of the research and the technical approach. Additional information on
prior work in this area, descriptions of available equipment, data and
facilities, and resumes of personnel who will be participating in this
effort should also be included as attachments to the technical
proposal. This additional information should be included in the page
limit count referenced in Section D and Part 4 of this announcement.
Include the citizenship in the resumes of all proposed personnel
participating in this program. The technical proposal shall include a
Statement of Work (SOW) detailing the technical tasks proposed to be
accomplished under the proposed effort. The SOW should be suitable for
contract incorporation. Offerors should refer to the WL PRDA and BAA
guide referenced in Section A to assist in SOW preparation. Any
questions concerning SOW preparation shall be referredto the Technical
Point of Contact cited in this announcement. (4) Page Limitations: The
technical proposal shall be limited to 50 pages. The pages shall be 8.5
X 11 inches, double-spaced with the font size at l0 or higher. If
electronic means are used, it shall be readable by Microsoft Word for
Windows, Version 6.0. The double spacing requirement shall be satisfied
by Microsoft's Word's double spacing method. The page limitation
includes all information, i.e. indexes, photographs, foldouts,
appendices, attachments, etc. The transmittal page and cover page are
not included in the page count. Pages in excess of this limitation will
not be considered by the government. Cost proposals have no
limitations, however, offerors are requested to keep cost proposals to
50 Pages. If electronic means are used, it shall be readable by
Microsoft Excel for Windows, Version 5.0. (5) Preparation Cost: This
announcement does not commit the government to pay for any response
preparation cost. The cost of preparing proposals in response to this
BAA is not considered an allowable direct charge to any resulting or
any other contract. However, it may be an allowable expense to the
normal bid and proposal indirect cost as specified in FAR 31.205-18.
(See the supplemental Internet Information Package on more cost
proposal preparation information). E. -- BASIS FOR AWARD: The selection
of one or more sources for award will be based on an evaluation of an
offeror's response (both technical and cost aspects) to determine the
overall merit of the proposal in response to the announcement. The
technical aspect, which is ranked as the first order of priority, shall
be evaluated based on the following criteria which are listed in
descending order of relative importance. The sub-criteria listed under
special technical factors are of equal relative importance. The
criteria are as follows: (1) the relevance of the proposed effort to
the missions of AFRL; (2) the soundness of the proposed approach to
accomplish the technical objectives, (3) the offeror's understanding of
the problem(s) and proposed solution(s), and (4) special technical
factors: -- a. offeror's background, ability, facilities, and
experience in the proposed technical area; -- b. offeror's approach to
involving scientists from other departments within the HBCU/MI and
other HBCU/MI's in primary research and development, and -- c.
offeror's approach to training and utilization of students throughout
the year on the proposed research project(s). Cost is ranked as the
second order of priority; cost and/or price, which includes
consideration of proposed budgets and profiles, will be considered a
substantial factor for the award. No further evaluation criteria will
be used in selecting the proposals. The technical and cost information
will be evaluated at the same time. The Air Force reserves the right
to select for award of a contract, grant or cooperative agreement type
instrument any, all, part, or none of the proposals received. Award of
a grant or cooperative agreement, in lieu of a contract, will be
considered and will be subject to the mutual agreement of the parties.
The Air Force reserves the right to award any contracts as determined
appropriate pursuant to the Research and Development Streamlined
Contract format in accordance with DFARS 235.70. The Air Force also
reserves the right to select for award any, all, part of, or none of
offeror's proposal. The government reserves the right to award any
resulting proposals received. F. -- Points of Contact: (1) The AFRL WRS

are identified under the appropriate research area in Section B of
this announcement and offerors are encouraged to contact the
appropriate technical point of contact prior to proposal submission to
discuss technical requirements. (2) Contracting/Cost Contact Points:
Questions related to contracting/cost related issues should be directed
to the appropriate contracting points of contact as identified under
the applicable technical research area in Section B of this
announcement. (3) HBCU/MI Program Focal Point: Questions on program

not using the policies contained in Part l2, Acquisition of Commercial
items, in its solicitation for described supplies or services. However,
interested persons may identify to the Contracting Officer their
interest and capability to satisfy the government's requirement(s) with
a commercial item within 15 days of this notice. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the Program Director or
Contracting Officer, but to communicate Contractor concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the selection
