The Naval Air Systems Command intends to negotiate a cost plus incentive fee contract with Lockheed Martin Federal Systems, Owego, NY (LMFS-Owego) to procure the Engineering and Manufacturing Development (EMD) Phase II which includes non-recurring, and recurring efforts associated with the procurement of three Multi-Mission Helicopter Upgrade (SH-60R) test articles. The contract will include associated support including interim spares, Low Rate Initial Production (LRIP) planning, and completion of EMD Phase I. EMD Phase II is a continuation of the development started in EMD Phase I, contract N00019-93-C-0196. The contractor will modify two prototype Government Furnished Equipment (GFE) SH-60B aircraft and remanufacture three GFE SH-60B aircraft to a SH-60R configuration. The remanufacture will include an avionics upgrade and concurrent Standard Depot Level Maintenance (SDLM), Service Life Extension Program (SLEP), and incorporation of Engineering Change Proposals. An appropriate amount of spares will procured based upon a sparing demand analysis. LMFS will provide engineering drawings, test plans and reports. LMFS will provide logistics support analyses and interim logistics support during development testing. LMFS will provide training of development test (DT) and operational test (OT) personnel. LMFS will also perform a SH-60 operator and maintenance trainer impact study and evaluate the need for peculiar Block II support equipment. Sikorsky Aircraft Company (SAC) Stratford Connecticut as the sole source provider of H-60 aircraft and the H-60 Service Life Assessment Program (SLAP) contractor will be a directed subcontractor for air vehicle non-recurring and recurring efforts. LMFS as the avionics developer and integrator for EMD I and SAC as the sole source manufacturer of H-60 air vehicles (for which data packages to support competitive procurement were not procured due to cost) are the only contractors that have the knowledge, expertise, and technical information to provide.
