qualified Architect/Engineer firms to provide design services for
"Renovate HVAC System, Building 475, Minot AFB, ND. This project
involves a complete investigative/evaluation of the existing heating,
ventilation and air conditioning (HVAC) system, and development of
alternatives to correct the identified deficiencies and the design of
the selected alternative for the 215,405 square foot facility. The
investigation/evaluation shall include studying the existing HVAC
System including the chilled water and heating water piping, the
groundwater infiltration in the facility basement, and sampling and
analysis of all suspect building materials which could be disturbed
during construction of the proposed project for the presence of
asbestos and lead-based paint. A-E shall evaluate heating, cooling, and
humidity requirements for existing spaces within the facility, compare
existing conditions to actual requirements and design alternatives to
meet those requirements. Significant evaluation factors in order of
relative importance are as follows: 1.) Professional qualifications
necessary for satisfactory performance of required services; 2.)
Specialized experience and technical competence in the type of work
required; 3.) Capacity to accomplish the work in required time; 4.)
Past performance on contracts with government agencies and private
industry in terms of cost control, quality of work, and compliance with
performance schedules; 5.) Location in the general geographical area of
the project and knowledge of the locality of the project, provided,
that the application of this criteria leaves an appropriate number of
qualified firms, given the nature and size of the project. A-E firms
desiring consideration should submit two (2) copies of completed
Standard Form 254 and Standard Form 255 to 5 CONS/LGCC, 211 Missile
Ave, Minot AFB, ND 58705-5027. SF 254 and SF 255 are also required for
consultants or joint firms. The firm should indicate if they utilize
computer aided-design/drafting software. This is not a request for
proposal. Response to this notice must be received no later than close
of business on 05 June 98 in order to be considered. Cover letters and
unnecessarily elaborate brochures, or other presentations beyond those
sufficient to present a complete and effective response are not
desired. Submittal by fax will not be considered. The proposed
acquisition listed herein is open to both large and small business
