D -- HARDWARE AND SOFTWARE MAINTENANCE OF ALL COMPONENTS ASSOCIATED WITH THE PROGRAM MANAGEMENT AND CONTROL SYSTEM (PM/C) SOL M28P60-06M2-M500 POC Contract Specialist JULIE SCHMOLL (Site Code DAAA08) The Rock Island Arsenal intends to purchase hardware and software maintenance of all components associated with the PM/C located at Rock Island Arsenal. The major components include the PM/C software expressly written for the government for both the server platform and the microcomputer clients using Visual basic and Crystal Reports; and the Informix Software Data Base Management System (DBMS). This also includes the tape backup system, the network TCP/IP connections and database software connections which includes the OBDC drivers, the Unix based operating system, and the Axel 320 hardware computer platform. The contractor shall provide technical maintenance support to users by telephone, email and on site visits. Other typical areas of maintenance support include, but are not limited to, modifying the database with new tables to provide expanded capabilities, entering necessary changes to meet new or changing requirements of individual users. Creating new and modifying existing screens and reports asrequested, and providing expert fixes/solutions to problems encountered on the system. Also provided is: PM/C on-line help revisions covering updates and administrative and user manual updates. The telephone maintenance support, programming, and interfacing services shall be provided by the contractor to support all valid Deputy Chief of Staff for Industrial Readiness (DCSIR) system users and shall apply to all software developed under or pertaining to the PM/C software maintenance support contract. A favorable National Agency Check (NAC) is required. The maintenance will be provided for a period of one year. This purchase will be conducted on a sole source basis to IITRI. This office believes only IITRI can provide the maintenance support due to its in-depth knowledge and previous work experience on the PM/C system. If no written affirmative responses are received by FAX at (309)782-6727 to the effect that a comparable source is available within 10 days after the date of publication of this notice, the Government will negotiate a fixed price contract with IITRI.
