Barbosa, Contracting Officer 12 CONS/LGCX, Randolph AFB TX seeks
sources capable of maintaining the Automated Records Management System
(ARMS) located at HQ AFPC Randolph AFB, TX and HQ ARPC Denver CO.
Estimated duration of the contract: Basic year plus four option
periods. MAINTENANCE REQUIREMENTS INCLUDE: (1) Preventive Maintenance
-- Diagnostic maintenance and other maintenance performed quarterly in
accordance with Original Equipment Manufacturer (OEM) standards to
keep components in good operating condition; performed at government
site. (2) On-Call Maintenance to include (a) Type A Maintenance: Nine
(9) Hour On-Call Maintenance (0730 to 1630 hours local time Monday
through Friday, excluding federal holidays and weekends; response time:
two hours; repair complete within four hours); (b) Type B Maintenance:
On Site Maintenance (0730 to 1630 hours local time Monday through
Friday, excluding holidays and weekends; response time: immediately
upon notification; repairs completed within two hours of notification);
and (c) TypeC Maintenance: Per Call Outside the Principal Period of
Maintenance (PCOPPM) (weekends and federal holidays, 24 hours a day;
repairs begins within two (2) hours of notification and all repairs
completed within four hours of notification). (3) On-Site System
Analyst Support -- applies only to Randolph AFB, TX; (0700 to 1600,
Monday through Friday, excluding the meal period and federal holidays.
REPORTING REQUIREMENTS: Contractor will complete a Maintenance/Service
Document (MSD) for PM, on-call maintenance, and per-call maintenance;
Contractor shall provide a monthly failure report representing
maintenance statistics for each month serviced. The contractor may be
required to attend a pre-performance conference and periodic meetings
throughout the performance period. SOFTWARE UPGRADES: Contractor shall
support proposed software and provide upgrades to hardware and
software when made available by the manufacturer. The contractor shall
provide software and/or hardware solutions for Year 2000 (Y2K)
compliance as required. EQUIPMENT CERTIFICATION: Contractor shall
perform certification for all equipment covered under the schedule of
supplies/services for preventive, on-call and per-call maintenance.
EFFECTIVENESS LEVEL: Contractor shall maintain the individual
components at no less than 98% effectiveness level. GOVERNMENT
RESPONSIBILITIES: Will provide on-site storage space (at contractor's
own risk), adequate working space, including heat, light, ventilation,
electric current, and outlets at no cost to the contractor. The
Government will have the right to modify, add to, and upgrade
hardware/software while such equipment is under the purview of the
contract. CONTRACTOR RESPONSIBILITIES: Provide maintenance services at
the prices contained in the schedule of supplies/services. Contractor
must possess diagnostic manuals, software routines, and test equipment
for all equipment and software maintained. ORDER ING SERVICE: Services
will be ordered by issuance of delivery orders and/or blanket delivery
orders (BDO); Government will have a right to deobligate unused funds

Response to this request will not obligate the Government in any
manner. The Government will not reimbure the respondent for any costs
associated with information submitted and is under no obligation to
award a contract associated with this request. A sources sought
synopsis does not constitute and invitation for bid or request for
proposal. Any procurement action for maintenance will be the subject of
a separate, future announcement. The above description of maintenance
is a synopsis of the maintenance requirement and is not complete in
text and is subject to amendment. Sources capable of providing
