Environmental Protection Agency (EPA) is synopsizing the following
requirement for solicitation,in acordance with FAR Pt. 13, to available
qualified commercial contractors. PURPOSE/ To conduct stakeholder
surveys and issue analysis for a lessons learned report on sector-based
environmental protection (SBEP) in EPA; to develop recommendations for
a performance measures framework for an Agency-wide SBEP approach as
the Common Sense Initiative (CSI) develops a sector-based action plan.
BACKGROUND/ In 1996, EPA conducted a review of the CSI to determine
the level of CSI's success and identify any changes needed to maximize
CSI's effectiveness for the future. On February 27, 1997, the
Administrator announced her decision to provide a new level of support
and leadership for the agency's reinvention efforts by creating a new
Office of Reinvention directed by a new Associate Administrator, with
CSI to be one of the components of the new office. As it enters the
fourth year of operations, Administrator Carol Browner announced a new
phase of CSI that will build on the experiences of the Council and its
Sector Subcommittees to provide the Agency with guidance on developing
an agency-wide plan for Sector-Based Environmental Protection (SBEP).
SCOPE OF WORK/ Contractor shall meet & confer w/EPA Project Officer
and CSI staff to discuss the context of the lessons learned report and
performance measures framework, develop the Lessons Learned report
using an approach that at a minimum shall include: Developing detailed
guide used for conducting interviews, and Interviewing a cross section
of CSI and sector stakeholders (i.e., industry, environmental
organization, EPA Officials, etc.), reviewing and analyzing selected
program documents relating to SBEP approaches currently in place in the
agency, verbal reports weekly by telephone to the EPA PO on progress of
the review, an analysis of the gathered information based on
contractor's knowledge & expertise, preparation of draft and final
report containing findings, conclusions, and recommendations. Final
report shall present a broad view of environmental management through
sector-based programs, and identify opportunities for changes in
process, substance, and implementation, preparation & delivery of four
briefings: two for the EPA PO and other EPA Officials, and two for the
CSI Council at its meeting in the Washington DC area on the results of
the review and measures development. WORK APPROACH/ In gathering
information, conducting interviews, or performing research, the
contractor shall identify him/herself as a contractor to EPA, not an
EPA employee. The contractor shall also inform interviewees of the fact
that he/she is not employed by any other firm working on CSI and shall
respect the confidentiality of any communications given in confidence.
The contractor shall not interpret EPA policy on behalf of EPA, nor
make decisions on matters of policy, regulation, or statute. The
contractor shall not take a stand on the merits of substantive items
under discussion in the CSI. REPORTS AND DELIVERABLES/ The contractor
shall provide a detailed interview guide within the schedule provided.
The interview guide will be reviewed by the EPA PO who will notify the
Contractor in writing of any modifications or changes required within
five (5) days of receipt. If modifications are requested the contractor
shall make the changes and submit a new interview guide as will be
approved by the EPA PO. Two copies of the lessons learned report shall
be provided first in draft form. The EPA PO will review the draft
report. The contractor shall prepare the final report in both hard copy
form (two copies) and on 3.5" disk(s) in WP6.1 format. The contractor
shall provide two briefings on the results of the lessons learned
report; one for the EPA PO & Officials and one for the CSI Council. Two
copies of the performance measures shall be provided first in draft
form. The EPA PO will review the draft report. The contractor shall
prepare the final report in both hard copy form (2 copies) and on 3.5"
disk(s) in WP6.1 format. The contractor shall provide two briefings on
the results of the performance measures; one for the EPA PO & Officials
and one forthe CSI Council. Concerns that respond should furnish
detailed data concerning capabilities for technical and price
evaluation. A.) Experience with innovative non-traditional approaches
to environmental protection, as well as in the more traditional
regulated approaches. B.) Familiarity of proposed personnel with the
environmental regulatory system and process development of regulations
and with an understanding of the impacts of the Common Sense
Initiative on the national environmental management system. C.)
Experience in consensus-based, multi stakeholder (e.g. CEOs of
environmental groups, industry, labor officials, environmental justice
and grassroots community organizers, small and large business
managers; trade association representatives, state environmental
commissioners; EPA Administrator, Deputy Administrator, Assistant
Administrator, Regional Administrator, CSI staff, media and enforcement
program directors) processes where conflict/issue resolution, building
trust, and achieving results is the focus. D.) Demonstrated
analytical, evaluation and writing skills. The SIC Code for the
requirement is 8742. The EPA is FACNET Certified. Any contractor able
