(2,350 square meter) Base Civil Engineer Facility at the Minnesota Air
National Guard Base, Minneapolis/St. Paul International Airport. The
facility will house administrative/office areas, classrooms, and shop
areas for carpentry, electrical, mechanical, etc. The building will be
a single story, slab-on-grade structure, of masonry cavity wall
construction. Exterior materials consist of aluminum panels, burnished
block, and face brick compatible with other buildings of the base
campus. Roof structure shall consist of a steel deck over steel bar
joists, with an adhered EPDM membrane. Sitework required is typical of
a project of this nature and includes utility work, parking areas,
curb and gutter at adjacent roadways, site drainage, and landscaping.
The demolition of existing older structures on the site is also
involved. The estimated price range of the proposed contract is between
$1,000,000 and $5,000,000. A firm fixed-price contract is contemplated.
The Standard Industrial Classification (SIC) code for this work is
1542, Nonresidential Buildings. This acquisition is unrestricted
regarding business size, and all responsible sources are encouraged to
bid. Bids will be evaluated under the DoD test program giving
bid-evaluation preference to small disadvantaged business concerns in
construction acquisitions (DFARS 252.219-7008). If the low bidder is a
large business and the award amount exceeds $1,000,000., the firm
shall be required to submit a Small, Small Disadvantaged and
Women-Owned Small Business Subcontracting Plan IAW FAR 52.219(c)0009
(ALT I) after evaluation of bids but prior to award of the contract.
SOL available 29 May 1998 with BOD 30 June 1998. Bidders may request
one copy of the solicitation package by submitting a written request to
the address shown above. No telephonic or faxed requests will be
accepted. The request must be accompanied by a check or money order in
the amount of $50.00 made payable to TREASURER OF THE UNITED STATES.
Deposits are NONREFUNDABLE. Due to the limited number of sets
available, distribution must be limited to prime contractors and major
first-tier subcontractors only. Suppliers and second-tier
subcontractors may only request a list of planholders. The solicitation
package will be available for review at the Contracting Office, and at
the Minneapolis, St.Paul, and Duluth Builders' Exchanges, Construction
Market Data, and Dodge-Scan. This project was pre-solicited on 5
January 1998. Contractors who previously requested this solicitation do
