supervision to provide and install (1) seismic 4 GFE uninterruptible
power supply (UPS), (2) power panel and feeders from the UPS to the UPS
receptacles and equip loads, (3) plywood mounting panel, (4) mounting
and connecting hardware to install gov't furnished flex cable tray, and
(5) all outlet stations, including modifications and raceway required
to "hermin-miller" furniture paths thru power/com poles to the recessed
ceiling area; cut to length gov't furnished "CAT 5" cables, label,
terminate, lay in cable tray, and pass thru raceway and terminate in
outlets and sources; install and terminate three 100 pair cables
between existing telecommunication room and new telecommunication room
via the cable tray system installed; provide and install all grounding
in accordance with CAT 5 installation recommendations and NEC safety
requirements; and provide all testing (functional and analytical). The
estimated cost range for this project is between $25,000 and $100,000.
The time of completion of all work will be as stated in the request for
quotation. The work required by this solicitation is identified as
Industry Standard 1731 and the applicable size standard is $7.0 million
dollars in annual receipts for the past three years. This procurement
is issued pursuant to the Small Business Competitiveness Demonstration
Program, Public Law 100-656, as implemented by the OFPP Policy
Directive and Test Plan dated 8/31/89. This is not a small business
set-aside. All responsible sources may submit a quote which shall be
considered by the U. S. Coast Guard. A Request for Quotations must be
submitted and received by this office no later than 11 May 1998. For
Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has a program to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. This is applicable to any eligible prime subcontractor at
any tier. The DOT Bonding Assistance Program enables firms to apply for
quote, performance and payment bonds up to $1.0 million per contract.
The DOT provides an 80% guarantee of the quote amount to a surety
against losses. Loans are available under the DOT Short Term Lending
Program (STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
