Armstrong, (970) 490-7216; Cheryl Smith, (970) 490-7523 The Western Area Power Administration (Western) has a requirement for a Contractor to provide all the labor, materials, equipment, and other resources necessary to complete the Wyoming Tap Line Rebuild Project. The work involves removal of approximately 3.5 miles of 12.5-kV transmission tap line in Pine Bluffs, Wyoming, and approximately 0.7 miles and 0.5 miles, respectively, of 34.5-kV transmission tap line in Guernsey and Lingle, Wyoming; construction of approximately 3.4 miles of 12.5-kV transmission tap line in Pine Bluffs, Wyoming, 0.7 miles and 0.5 miles, respectively of 69-kV (34.5 -kV operated) transmission tap lines in Guernsey and Lingle, Wyoming, and 0.5 miles of 69-kV (34.5-kV operated) transmission tap line in Bayard, Nebraska. Includes excavation for foundations, backfill and gravelfill; concrete for foundations; galvanized welded steel structures; furnishing and installing a temporary shoo-fly transmission tap line structures, approach spans, conductors, underground insulated cables; furnishing and installing line disconnect switches; and furnishing and installing metering equipment. This project is located in Laramie, Goshen and Platte Counties, Wyoming and Morrill County, Nebraska. The estimated order of magnitude of this project is between $1M and $5M. The solicitation, specifications, and drawings will be issued in hard copy FREE OF CHARGE. Note: In accordance with Western's Acquisition Handbook, "Western procurement officials shall limit availability of solicitations". Therefore, only A LIMITED NUMBER of copies of this solicitation, will be available to be distributed by this office. Copies of this solicitation will be issued on a "first-come first-served basis". Additional copies of this solicitation will be available through various "Plan Holders Rooms". All work for all of the Contract Line Item Numbers (CLINs) must be completed NLT within 240 calendar days. Western issues a "Notice to Proceed". All the CLINs will be delivery FOB destination. There will be only one award made from this solicitation. Therefore, all bidders must submit their bids on an "all or none basis". This solicitation will be issued on or about May 27, 1998. The projected bid opening date is on or about June 30, 1998. This proposed procurement is unrestricted (full and open).
