capable of delivering 4 separate TV channels or program streams to the
AFRTS-DTS satellite transmission network. This system shall be
comprised of 3 major subsystems, which include a Video File Server
Subsystem that will provide a tapeless, hard drive based video storage
system, a Switching Subsystem that will provide on-air control of the
4 program streams, and an Automation Subsystem which will be the main
entry point for channel schedule information and the main control
point for master control operations. 4 AFRTS network television program
streams will be fed to the DTS control room and The System will
interrupt these program streams on an individual channel basis and
insert new programming. This system shall accept TV program material
from the AFRTS-BC in the form of analog NTSC video and audio signals
and togethter will network cue and program scheduling information from
AFRTS-BC perform basic functions, such as; provide for play list
creation and editing, generate an "as-run" log, allow for the building
and editing of daily record schedules. This is a combined
synopsis/solicitation for Commercial items prepared in accordance with
the format in FAR, Subpart 12-6, as supplemented with addtional
information included in this notice. This notice is not a request for
competitive proposals. This acquisition will be sole source to Philips
Digital Video Systems Company, 10960 Wilshire Blvd., Suite 610, Los
Angeles, CA 90024. The Request for proposal document and contract
incorporated provisions and clauses that are in effect through Federal
Acquisition Circular 90-44. The SIC code is 3663 and the size standard
is 750 employees. Installation and training, both at the Contractors
facility and the Governments facility are included, plus travel
expenses. Delivery requirements are 45 days or sooner after receipt of
order. Contractor's standard commercial warranty is required for this
system. Clauses 52.212-4, Contract Terms and Conditions -- Commercial
Items, and Clause 52.212-5, Contract Terms and Conditions required to
Implement Statues or Executive Orders -- Commercial Items, applies to
