(Site Code DAAN02) The U.S. Army Soldier Systems Command has a
requirement for the development and production of the Fighting Position
Revetment (FPR). The FPR will replace the current method of reinforcing
"foxholes" which calls for heavy, bulky and labor-intensive quantities
of conventional construction materials. The FPR is to be a light
weight, one-soldier portable, compact structure capable of reinforcing
the walls of a fighting position against crumbling unstable soils and
the external loads of overhead cover and/or ground shock. The
Government anticipates multiple awards of Firm-Fixed-Price (FFP) type
contracts consisting of three (3) phases. Phase I will be for the
development of five (5) prototype items to be followed by a down select
evaluation. Phase II will be for the fabrication of eighteen (18)
pre-production items to be followed by a down select evaluation. Phase
III will only be awarded to one offeror and will be for the production
of the U.S. Army's requirements of the FPR for three ordering periods,
each 12 months in duration, for an estimated total quantity of 15,000
items. Although the FPR acquisition is for full and open competition,
Small and Small Disadvantaged Utilization will be an evaluation
factor. If the successful offeror is a large business, 30% of the total
contract dollars must go to Small Business, while 5% of the total
contract dollars must go to Small Disadvantaged Business. The formal

about May 22, 1998, at the following world wide web address:

formal RFP and amendments from the world wide web. Offerors must

within 30 days of the issuance date of the formal RFP on the world wide
