Institute of Standards & Technology has a requirement for a
diode-pumped-solid-state (DPSS) laser that: produces less than 5 watts
CW at wavelength of 532 nm in a TEMoo mode with a M2 of less than 1.1,
Beam pointing/stability better than an actively stabilized argon laser,
Optical noise greater than 0.1 percent RMS, Runs on 115 VAC, Has a
remote control, Does not require external cooling water. Delivery by
June 15th or 30 days ARO. The vendor must have a national service
network and an installed base of 50 units. Onsite installation should
be included. The units must be provided with a full warranty for 1 year
of 5000 hours of operation. A refurbished unit is acceptable if: 1) it
has less than 750 hours of operation time. The vendor must provide
documentation of the hours via a built in clock in the unit. The vendor
must certify that the hours are correct, it is factory refurbished and
brought up to specifications for a new unit, it is provided with the
full warranty of a new unit, 2) If the vendor cannot provide a DPSS
laser by the required delivery date, a short term loan of a 8 watt
argon-ion laser is acceptable. In this case the bid should be
considered to be $1000 higher than the actual bid price due to the
expense of installing the necessary services in the lab. The vendor
must also acknowledge that the purchase is of the DPSS laser and not
the argon laser, therefore, payment will not be made until the DPSS
laser is delivered. Technical merit as well as price will be used to
evaluate offers. As the technical merit becomes more equal, price
becomes a greater factor. Procurements under Simplified Acquisition
Procedures ($100,000 or less) are set-aside for small business unless
small business cannot met the need at a reasonable price. Terms &
