SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN
SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation,
#53SBNB860068, is a Request for Quotation (RFQ). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-04. The associated Standards
Industrial Classification Code (SIC) for this procurement is 3861, and
the small business size is 500 Employees. The National Institute of
Standards and Technology (NIST) has a requirement for a quantity of one
(1) High Speed Color Digital Video Camera System which will be used to
record series of images of combustion, fire, and smoke related
phenomena which occur on millisecond time scales, and will enable
direct image analysis with high spatial and temporal resolution that
will lead to greater understanding and characterization of the
phenomena. The Contractor shall provide a high speed color digital
video camera system that shall include all necessary hardware and
cables, and that shall meet the following technical specifications:
(1.) The system shall consist of a minimum of the following subsystems:
(a) electronic imaging camera, and (b) processor with controls, digital
storage, and interfaces; (2.) The electronic imaging camera shall image
a full-frame of at least 500 pixels in the horizontal dimension and 380
pixels in the vertical dimension of the imaging plane. The camera shall
produce a digital color image directly without need for postprocessing;
(3.) The system shall be capable of imaging full frames at 1000 frames
per second (fps). At least 2 lower framing rates shall be available
for full frame imaging; (4.) The system shall be able to store at least
2500 color digital frames in Dynamic Random Access Memory (DRAM); (5.)
The processor shall be capable of: playback at rates ranging from 1
fps to over 900 fps, at least 5 playback rates between the minimum and
maximum, and both forward and reverse; (6.) The processor shall be
capable of downloading digital TIFF images directly to a computer
without additional postprocessing of the raw data with software; (7.)
The system shall be capable of recording before or after the user
supplies a manual trigger or when an electronic trigger signal is
received; (8.) The system shall include RS-232C and SCSI interfaces, a
PCMCIA board, and digital RGB (VGA) and NTSC outputs; (9.) The system
shall include an optical disk drive that still leaves a SCSI port free
for connection with other devices; (10.) Images shall include parameter
settings used to produce the image as well as date and time; (11.) The
camera shall have a C-type mount for lens attachment; (12.) The system
shall include a cable at least 5 meters long for communication between
the camera and processor; (13.) The system shall include a hand-held
keypad; and (14.) The system shall include its own power supply. In
addition, the Contractor shall provide (a) one copy of associated
manuals and system description; (b) all required on-site installation;
(c) one day of on-site training; and (d) a one-year warranty. Delivery
is required within 60 days After Receipt of Order (ARO). Delivery
location is the National Institute of Standards and Technology,
Building 301, Receiving Room, Gaithersburg, Maryland 20899-0001. The
FOB Point shall be Destination, Gaithersburg, Maryland. The following
FAR provisions apply to this solicitation: 52.212-1, Instructions to
Offerors-Commercial; 52.212-2, Evaluation-Commercial Items. Evaluation
Criteria to be included in paragraph (a) of provision 52.212-2 are, in
descending order of importance, as follows: Technical capability to
meet or exceed the Government=s specifications, Past performance
(offerors shall submit evidence of having produced and sold comparable
units, with indication of performance success), and Price. Technical
evaluation criteria, when combined, are significantly more important
than price. The Government will award a purchase order resulting from
this combined synopsis/solicitation to the responsible offeror whose
quotation, conforming to this synopsis/solicitation, will offer the
best value to the Government, price and other factors considered. .
Offerors shall address all requirements in this combined
synopsis/solicitation, and shall provide clear evidence of
understanding and the ability and willingness to comply with the
Government's specifications of need. Failure to address a
specification/requirement will be construed by the Government as
inability to meet the need or the offeror's taking exception to it. All

52.212-3, Offeror Representations and Certifications-Commercial Items,
which may be downloaded from
