synopsis/solicitation for commercial items/services prepared under FAR
Subpart 12.6, as supplemented by additional information included in
this notice. Simplified acquisition procedures shall be utilized. This
solicitation and incorporated provisions are those in effect through
FAC 97-04 and DAC 91-13. This announcement constitutes the only
solicitation; a written solicitation will not be issued. No
solicitation document exists. Under the authority of 10 U.S.C.
2304(c)(1) pursuant to FAR 6.302-1, Only one responsible source and no
other supplies or services will satisfy agency requirements. It is the
intent of the National Imagery and Mapping Agency to negotiate on a
sole source basis with Kinetic Technologies, Inc. as the exclusive
reseller of the Structured Information Manager (SIM), an electronic
document management system for developing internet and internet
document based applications as developed jointly by The Royal Melbourne
Institute of Technology and the University of Melbourne. SIM supports
Z3950, SGML, XML, MARC, String, Binary, Integer, Date Time & Duration
objects. Requirements are: 1. SIM 2198. SIM: The Structured Information
Manager -- Level 1: 0-2 Gigabytes. This includes: SIM Database: Data
Storage & Repository Server; SIM Webserver; SIM Scripting Environment:
ACE (Application Construction Environment); SIM Server Modules: Boot,
Directory, Security/Log Server. 2. SIM Hotline and Update Service. 3.
SIM-5 DAY SIM Training Class (5 days training for up to 6 people.) 4.
Shipping. Delivery is desired no later than 30 days after contract
award to the following address: NIMA, Washington Navy Yard, Attn: Craig
Brower, Bldg. 213, 1200 First Street, S.E., Washington, D.C. 20303. The
following clauses apply to this solicitation: FAR 52.212-1, FAR
52.212-3 (to be provided with quotation or by time of award), FAR
52.212-4, FAR 52.212-5 (appropriate clauses will be defined at time of
award), and DFARS 252-212-7001 (appropriate clauses will be defined at
time of award). Thefollowing year 2000 Compliance clause is made part
of this solicitation and the resulting contract: Year 2000 Compliance
Commercial Supply Items: The contractor shall ensure that all
information technology such as hardware; software; and firmware
delivered under this contract that is required to perform date/time
processing involving dates subsequent to December 31, 1999, be Year
2000 compliant pursuant to the definition below; Definition: Year 2000
compliant means, with respect to information technology, that the
information technology accurately processes date/time data (including,
but not limited to, calculating, comparing, and sequencing) from,
into, and between the twentieth and twenty-first centuries, and the
years 1999 and 2000 and leap year calculations, to the extent that
other information technology used in combination with the information
technology being acquired, properly exchanges date/time with it.
