for which the Federal Highway Administration (FHWA)intends to solicit
and negotiate only with the National Academy of Sciences. The overall
objective of this follow-on contract is to continue the coordination
of a resident research program for post-doctoral scientists and
engineers at the Turner-Fairbank Highway Research Center (TFHRC). The
Transportation Research Board within the National Academy of Sciences
is composed of the Nation's most eminently qualified scientists and
engineers specializing in transportation, research, development,
planning, and training and has the ability to assemble committees and
boards that render advice and guidance of the highest quality. As such,
they are uniquely qualified to identify and select the candidates who
are best qualified for the work and who are most suited to the
specialized transportation research environment at TFHRC. No other
source known to FHWA can successfully coordinate this resident research
