order to SAIC, pursuant to 41 U.S.C. 253(c)(1): Only one responsible
source and no other supplies or services will satisfy agency
requirements. This procurement is for analyzing differences in
variations in emissions of VOCs and NOx between weekdays and weekends.
The project involves use of these differences as explanatory variables
for resulting Ozone levels and discussion of policy implications of a
"weekday/weekend effect." The proposed analysis shall utilize
Photochemical Ambient Monitoring Stations (PAMS) data to provide an
appraisal of the characteristics of the chemistry and temporal behavior
of precursor emissions that produce Ozone. The study shall utilize data
obtained from PAMS sites as well as other Ozone monitoring sites over
several years and requires experience with the processing and analysis
of Photochemical Ambient Monitoring Stations (PAMS) data. No Request
for Quotation is available and this notice of intent is not a request
for competitive quotations. All responsible sources may respond by
submitting a written narrative statement of capability within 15 days
of this notice to Tillie Newsome at the above address for consideration
by the Agency. Responses must include detailed technical information
and other technical literature demonstrating the ability to meet these
requirements. Responses shall also include itemized pricing that is
sufficient to make a determination that competition is feasible. If no
affirmative responses are received within 15 days of this notice to
determine whether a qualified source is more advantageous to the
government, an order will be placed with SAIC. See Numbered Note(s): 22
