Architect-Engineer services for the Construction of Reinforced Masonry
Decorative/Entrance and Fabric Perimeter Fence for 60 Officer's
Quarters and Flag Circle Housing Areas, Nimitz Hill, Guam, M.I. The
description of the work are as follows: For 60 Officer's Housing Area
-- (1) Provide for construction of approximately 1,300 ft. long by 6
ft. high reinforced decorative masonry fence along Spruance Drive
(Route 6), Larson Road and Turner Road; (2) Provide for construction of
approximately 800 ft.long by 6 ft. high decorative "see through" fence
along Spruance Drive. The fence shall withstand 155 mph wind force;
(3) Provide for construction of approximately 9,000 ft. long by 8 ft.
high security fabric perimeter fence complete with gates and other
fence accessories; (4) Provide for construction of vehicular security
gate and pedestrain gate with card readers at the front entrance of the
housing area at Spruance Drive and Turner Road. Also provide for
construction of pedestriansecurity gate with card reader at back of the
housing area at Larson Road and Turner Road; (5) Provide for
realignment for existing swales at Sherman Circle area at the proposed
"see through" fence line. For Flag Circle Area -- (1) Provide for
construction of a barrier wall between the BOQ and GLUP housing area to
cut off vehicle traffic between the two areas. The following
guidelines, in relative order of importance will be used in the
evaluation of Architect-Engineer firms: (1) Past performance on
contracts with DOD, other government agencies and private industry in
terms of cost control, quality of work and compliance with performance
schedule; (2) Professional qualifications of the staff to be assigned
to this project with experience in Architect-Engineer services for
multi-discipline projects; (3) Capacity to accomplish the work in the
required time. Indicate the firm's present workload and the
availability of the project team (including consultants) for the
specified contract performance period; (4)Use of small or small
disadvantanged or women-owned small business firms should also be
considered. A-E firms which meets the requirements described in this
announcement are invited to submit completed SF 254 (unless already on
