The FISC Norfolk Det. Phila. intends to acquire, on a sole source
basis, non-personal engineering and technical services by qualified
contractor personnel for the purpose of informing, instructing, and
training Department of Navy personnel in the installation, operation,
and maintenance of AH-1W aircraft and associated support equipment. It
is intended to negotiate this requirement on a sole source basis
pursuant to 10 USC 2304(c)(1) with the OEM, Bell Helicopter Textron,
Ft. Worth, TX. The requirement is for 168 manmonths of services for the
period 1 JAN 1999 through 31 DEC 1999, and will include one option for
an additional 168 manmonths of services for the period 01 JAN 2000
through 31 DEC 2000 and a second option for an additional 168 manmonths
of services for the period 01 JAN 2001 through 31 DEC 2001. The
requiring activity is the Naval Air Engineering Support Unit (NAESU)
Philadelphia. The requirement will be covered by a new indefinite
delivery indefinite quantity labor hour contract or an extension to an
existing contract. The solicitation will contain specifications for
the effort to be performed. The place of performance is various fleet
and shore activities. Bell Helicopter Textron, as the Original
Equipment Manufacturer, is the only known source with the required
technical and engineering expertise, in-plant support, and database to
perform the required services. Interested parties who contend that
they are technically qualified should submit, within forty five days
from publication of this announcement, specific factual data, including
but not limited to technical resumes, management experience, and other
pertinent information as desired to be used as an evaluation basis to
determine competence to successfully perform the required services.
All technical proposals received within this time frame will be
considered by the Government. The Government reserves the right not to
open this requirement to competition based upon technical notices
received in response to this announcement. Technical responses received
as a result of this announcement will normally be considered solely for
the purpose of whether to conduct a competitive procurement. The
Government will not pay for any information received. The applicable
SIC code is 8711. The Government will not pay for information received.
