source Simplified Acquisition from Aircraft Owners and Pilot
Association(AOPA) Air Safety Foundation (ASF), Frederick, MD 21701, to
develop materials for use in Runway Incursion Prevention Safety
Program pilot seminars on surface operations at towered airports. The
contractor shall develop a Seminar-in-a-Box program for distribution by
the Federal Aviation Administration (FAA). The program should consist
of a video on towered airport operations with the special emphasis on
runway incursions. The ASF will publish safety advisor pamphlets on
towered airport operations. This will provide coverage of the areas
depicted in the video. The content of the video and the safety advisor
will be based on data received from FAA studies, ASF data base, an d
ASF human factors studies of incidents and accidents. In order to
reduce Runway Incursions (RI) by 15 percent by the end of 1999, the RI
program office has an emergency requirement to produce and field new
program educational materials. This program will focus on pilots,
controllers an fixed base operators (FBO) to raise awareness of the
hazards of RI s. Small Business firms classified under SIC Code 8711
that are interested in proposing must demonstrate in writing 15 days
from the date of publication that they have had prior experience with
developing materials used for Pilot Safety Education Programs and
specialized topic seminars. This proposed action is for services for
which the Government intends to solicit and negotiate with only one
source under authority of FAR 6.302. This notice of intent is not a
request for competitive quotes. A determination by the Government not
to compete this proposed contract based upon responses to this notice
is solely within the discretion of the Government. Information received
will be normally considered, solely for the purpose of determining
whether to conduct a competitive procurement. Small business firms will
be required to submit documentation in support of the above prior to
receiving a quotation. No telephone requests will be accepted -- only
