synopsis is published pursuant to the requirement of Federal
Acquisition Regulation (FAR) Subpart 5.201. The U.S. Department of
Labor, Employment and Training Administration (DOL/ETA) intends to
award on a sole source basis nine (9) Job Corps National Training
Contracts. The incumbent contractors are the International Masonry
Institute; International Union of Operating Engineers; International
Union of Painters and Allied Trades; Home Builders Institute;
Transportation Communications International Union; AFL-CIO Appalachian
Council, Inc.; UAW -- Labor and Employment and Training Corporation;
National Plastering Industry's Joint Apprenticeship Trust Fund;
Brotherhood of Carpenters and Joiners of America. The period of
performance shall be twelve (12) months from the date of execution plus
four 1-year options at the government's discretion. The potential
estimated total dollar amount for all of the contracts is approximately
$47 million annually. The contractors shall provide all necessary
personnel, services, and materials at approximately 115 Job Corps
Centers nationwide. Interested sources must clearly demonstrate the
existence of meanigful linkages with both labor and business/industry
organizations throughout the nation, that will promote the placement of
Job Corps students in apprenticeship and other career opportunities. A
general description of the unique training services required of each
contractor is as follows: International Masonry Institute -- 910 Slots

contractor is also responsible for the job placement of program
completers. Interestedqualified sources are invited to submit a
Statement of Capability (SOC), not-to-exceed 10 pages in length within
fifteen days of this publication. The SOC should demonstrate the
interested sources's experience in coordinating, monitoring, overseeing
and providing the necessary administrative support services to
accomplish performance of vocational training and placement activities
for disadvantaged youth, including selection, assignment, training and
supervision of instructors on a nationwide basis. No solicitation
document exists. Responses to this solicitation must be in writing, no
telephonic inquiries will be accepted. Responses must include the SOC
and must reference both the synopsis RFP-DAA-98-17 and DOL/ETA contact
