international radio and television broadcast organization, broadcasts
to an international audience in English and 52 other languages. The
Chinese Branch of the Voice of America seeks proposals for the
development of a Chinese Mandarin broadcast series by adapting Chapters
27-52 of the Voice of America English U.S.A. text into a Chinese
Mandarin broadcast series. Each chapter must be expanded into two
25-minute broadcast episodes by translating existing text into standard
Chinese and by supplementing existing text with additional drills,
exercises, Chinese explanations of grammatical structures and Chinese
commentary on social and cultural aspects of the subjects presented.
Preparation of these upper-intermediate to advanced level English
teaching materials requires an excellent understanding of the American
social and cultural context and those aspects least likely to be
understood by Chinese listeners. Proposals should include resume citing
professional qualifications and a sample adaptation of a portion of the
English U.S.A. text. The following criteria, depending on type of
contract services, will be used to evaluate prospective contractors:
1.) Excellent qualifications as an professional in the teaching of
English as a second language and a knowledge of current U.S. methods in
that subject. 2.) Native fluency in Chinese and preferably, experience
teaching English in China so as to assure appropriateness of materials
to VOA's listening audience. 3.) An excellent understanding of American
life, society and culture so as to provide explanatory material of
those aspects least likely to be understood by Chinese listeners. 4.)
An ability to adapt English language textual materials into
broadcast-quality Mandarin Chinese. 5.) An ability to write original
English language drills and exercises, and to write grammatical
explanations in Chinese Mandarin so as to enhance listener
understanding of material being covered. 6.) An ability to establish in
consultation with Chinese Branch managers a schedule for production of
the series and to maintain that schedule. Individuals having the

Information must be received by May 22, 1998. Prospective contractors
shall be evaluated using the criteria identified above. The Contracting
Officer shall provide qualified individuals with a copy of the Request
for Quotation (RFQ) when requirements are identified. Contract
rates/fee for services will be negotiated based upon individual's
experience, background and other qualifictions as specified above.
