labor, materials, equipment and supervision to include all excavation
and grading of approximately 9,500 square feet of soils, installation
of geosynthetic fabric, and filling the area with impact attenuating
material suitable for playgrounds to a depth of 8" below finish grade.
The government will furnish miscellaneous playground equipment for
installation to include: prefabricated wood play structure, premolded
plastic play structure, carousel, swing sets, slides, one-seat and two
seat spring toys, and other equipment. Approximately fifteen total
play stations will be installed. The jwork will include inventorying
all government furnished playground equipment, installing foundations,
install and testing equipment, Temporary fencing around the project
site will be mandatory. The estimated cost range for this project
isbetween $25,000 and $100,000. The time of completion is 90 days from
acceptance of a purchase order. The work required by this solicitation
is identified as Industry Standard1629 and the applicable size standard
is $17.0 million dollars in annual receipts for the past three years.
This procurement is issued pursuant to the Small Business
Competitiveness Demonstration Program, Public Law 100-656, as
implemented by the OFPP Policy Directive and Test Plan dated 8/31/89.
This is not a small business set-aside. All responsible sources may
submit a quote which shall be considered by the U. S. Coast Guard. A
Request for Quotations must be submitted and received by this office no
later than 11 May 1998. For Minority, Women-Owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has a program to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital assistance for
transportation-related contracts. This is applicable to any eligible
prime subcontractor at any tier. The DOT Bonding Assistance Program
enables firms to apply for quote, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guarantee of the
quote amount to a surety against losses. Loans are available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
