Advanced Tungsten Armor Piercing, Fin Stabilized, Discarding Sabot
(APFSDS) cartridges for sale to the Arab Republic of Egypt. The
Egyptian Advanced Tungsten KE program includes qualification of a 120mm
Tungsten APFSDS tank ammunition cartridge for use in the Abrams tank
system and subsequent production of a quantity of 10,000 cartridges.
Sources must provide technical details of any 120mm Tungsten APFSDS
cartridge configuration which would be proposed under a future Request
for Proposal (RFP). This market survey is being conducted to identify
all suitable configuration options for this program. Conceptual
designs / proposals will not be considered. The US Army will only
consider configurations that have been previously manufactured and
tested. The Advanced Tungsten for Egypt program has several unique
constraints. 1) The Arab Republic of Egypt has identified a minimum
armor penetration requirement against Rolled Homogeneous Armor (RHA)
for the Advanced Tungsten program. 2) The United States Army has
established criteria to govern export of APFSDS tank ammunition with
Tungsten penetrators. 3) Defense Security Assistance Agency (DSAA)
policy is that any program funded by Foreign Military Funds (FMF) must
contain predominately United States content. All sources must include
the following information to allow their proposed configuration to be
considered as a suitable candidate and demonstrate compliance with
program constraints. a) Drawing depicting cartridge and packaging
components. Sufficient details and dimensions must be included to allow
a technical evaluation of the configuration. b) A synopsis of how the
cartridge design was acquired. If the design uses US Army technology,
acquired from Rheinmetall under license, appropriate permission from
Rheinmetall to utilize 120mm technology on a non-Type Classified
cartridge must be included. If the design includes technology not
covered by the above, permission to use this technology for export to
Egypt must be included. c) A listing of vendors and the components
those vendors will be manufacturing. d) Ballistic test results,
including TID, velocity, and gun chamber pressure at extreme (high /
low) and ambient temperatures. e) Armor penetration test results,
including target description, striking velocity, impact yaw and
penetration depth. The US Army will provide all responding sources with
a brief assessment of their proposed design. This assessment will
indicate whether the design meets the performance requirements
established by Egypt and the US Army, whether the source /
configuration is a candidate for this program, and additional
contractor testing which might be required prior to award of a future
contract. All responsible sources should submit the information
indicated above by 4:30 p.m. on 22 May 1998 to US Army TACOM-ARDEC,
attn: AMSTA-AR-PC-F, (Mr. Rick Burdett), Building 9, Picatinny Arsenal,
NJ 07806-5000. Responses should include technical and contracting
points of contact. All information is to be submitted at no cost or
