Engineering Squadron, requires the purchase of a Telescopic Boom Lift
for Vandenberg AFB. This announcement is a combined
synopsis/solicitation for commercial items prepared in accordance with
(IAW) the format in the Federal Acquisition Regulation Subpart 12.6,
as supplemented with additional information in this notice. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. The
solicitation number for this synopsis/solicitation Request for
Quotation (RFQ) is F04684-98-T1127. The solicitation document and the
provisions incorporated into it are those in effect through Federal
Acquisition Circular 97-04. The specifications are as follows: Boom
Lift, 66 ft telescopic boom construction lift with jib, steel
constructed platform, all wheel steering with crab-like steering,
hydrostatic transmission, oxy-acetelyne lines, oscillating from axle,
foam-filled tires, Ford LRG-423 66 hp engine and bellows covered
hydraulic cylinders. Reach specifications: Platform Height -- 66 ft
minimum; Working Height -- 72 ft minimum; Horizontal Outreach -- 56 ft
minimum; Swing -- 360 degree continuous; Platform Capacity -- 500 lbs
unrestricted; Platform Rotator -- 180 degree minimum, hydraulic; Boom
-- straight, telescopic, non-articulating, with jib; Jib -- 6 ft

specifications: Steel construction Modular sections that can be
replaced if damaged; Platform to be mounted on rear side of
platform-not under mount type; Swing-gate type entry. Other chassis
options: Four wheel steering with crab steer capabilities; 110V AC
receptacle at platform; 5 degree tilt indicator; Hour Meter; Swing out
engine tray for ease of engine maintenance; Hydrostatic Transmission;
Gull wing type doors to access the engine compartments for ease of
access; All hydraulic cylinders to be covered with bellows to prevent
damage; Fly boom to be protected by wiper seals where it exits main
boom. Color: Yellow/Orange. Make/Model: JLG 660SJ or equal. This
acquisition is a set-aside for Small Business. The standard industrial
classification (SIC) code is 3537 and the size standard is 750.
Delivery shall be 30 days after the award of the contract and FOB
Destination only will be considered for all offers. Delivery will be to
Receiving Office, Bldg 5500 Bay A, Vandenberg AFB, CA 93437. The
following provisions apply: 52.212-1 Instructions to Offerors --

criteria for paragraph (a) of 52.212-2 is as follows: (1) Was
descriptive literature provided and does the proposed item equal the
requested item and meet the Government's minimum requirements, and (2)
Does the contractor provide past performance that shows that it is
capable of delivering a Telescopic Boom Lift? Offeror must submit with
its quote a completed copy of the provisions at 52.212-3 Offeror

responses not later than 2:00 p.m. PDT on 21 May 1998 to Anna DeLozier,

quotes must be sent to the attention of Anna DeLozier and should
clearly state on the exterior of the package "RFQ 98T1127." Oral
responses are not acceptable. However, interested parties may contact
Anna DeLozier by telephone or fax for questions. Each offeror shall
sign his/her quote; an original signature is required on the quotation.
If quoting an equal item, the quote must include adequate descriptive
material to determine whether the proposed item will meet the technical
requirements specified herein. Offeror must make an affirmative
statement in his/her signed quote that (1) his quote is valid for 60
days from the date of his/her quote, and (2) delivery will be
accomplished within 30 days after the award of the contract. All
responsible sources may submit an offer which will be considered.
